A recheck of the enrollment figures in Zone II, of which <br />Cavalier Manor is a part, shows a decline in enrollment since 1970-71 in both the black <br />and white enrollment for schools in this zone. The projections which have been presented <br />previously indicate that there is space for approximately 400 students in Zone II at the <br />present time, and projections through 1980 indicate that at least 400 spaces will still <br />be available based on the current trend in enrollment. This enrollment drop has taken <br />place even though there has been construction over the last 5 years of approximately 100 <br />units per year. The Superintendent of Schools has advised that another plant and site <br />in Cavalier Manor is not justified at this time. However, the current plans which were <br /> · n the Ca ital Im rovement Pro ram will be addressed from the standpoint of need <br />outlined ' p P g ......... <br />and the rehabilitation of older classrooms and additions, ~f necessary, to ex~st~ng ~aclllt~e~. <br />The funds currently earmarked in the 197S-80 Capital Improvement Program designated Construc- <br />tion in Zone II (~Cavalier ~nor-Hodges Manor)" should be utilized for the additions, renova~ <br />ting and upgrading of current facilities rather than the purchase of additional land and <br />proposed construction of any school in the face of declining enrollments. <br /> Since it appears that the 11 acres will not be needed for a school site, then we must <br />look at the alternative of purchasing the land for open space/future recreational use. <br />The most logical approach would be the feasibility of purchasing the 8.S acre site which <br />is centrally located and from an operational standpoint could be coordinated with the existin <br />recreational facilities that now exist in Cavalier Manor. The map which outlines the 8.S- <br />acre tract shows its close proximity to the current recreation center, with a proposed <br />addition and its relationship to the Cavalier Manor and Waters Junior High recreational <br />areas. In my opinion, should additional land be purchased in Cavalier Manor for recreational <br />purposes, this site would be better located from an operational standpoint as well as access <br />by the residents of the community. <br /> <br /> It would be my recommendation that the cwo parcels of land in question be referred <br /> to the Parks and Recreation Commission for their review and recommendations on the following: <br /> <br /> (1)Does ~he$Ca~al±~r;~mo~ s~ion-r~qu.i~e~additional open space for <br /> recreation? <br /> <br /> (2) If so, would the ll-acre site or the 8-1/2 acre site be better located <br /> and suited for recreational development? <br /> <br />(4) <br /> <br />Taking into account the open space that now exists at Lake View <br />Elementary, Cavalier.,Manor Elementary, and Waters Junior High, <br />what proposed use would be made of additional land for recreational <br />purposes? <br /> <br />What are the current plans of the Parks and Recreation Commission <br />the public land currently owned by the City in the Cavalier Manor <br />section? <br /> <br />for <br /> <br /> The Parks and Recreation Commission has recently concluded public hearings throughout <br />the City on recreational needs for the various neighborhoods within our City. Based on <br />the input that was received at the public hearings, it would appear that the information <br />required to answer the above questions should have already been received as input from <br />the neighborhood.
