The $138,000 included in this appropriation is in the 1975-80 Capital Improvements <br /> Program for fiscal 1975-76. The City Manager recommends adoption on first reading." <br /> <br /> Ioseph N. Campbell, 413 Dominion Road, representing Parks and R~creat~om Commission, <br /> spoke for $260,000 rather than S138,000 as recommended by the City Manager. <br /> <br /> Rev. C~arles H. Bowens, <br />spoke of housing, recreation, <br /> <br />II, 408 Beechdate Road, representing the United Civi~ League, <br />and schools in the Cavalier Manor area. <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, that the following ordinance be approazed <br />on first reading: <br /> <br />"AN ORDINANCE TO APPROPRIATE $138,000 FROM THE CAPITAL IMPROVEMENT FUND IN <br />THE CATEGORY OF PARKS AND RECREATION FOR BUILDINGS BALLFIELDS, PAKYGROUNDS <br />AND MISCELLANEOUS." ' <br /> <br /> Substitute motion of Mr. Elliott and seconded by Mr. Holley, to be referred to the Park <br />and Recreation Commission for further study. <br /> <br /> Substitute mot~nn of Mr. Barnes and seconded by Mr. Elliott, $138,000 appropriation, <br />as recommended by the City Manager, to be appToved on first reading; a breakdown of this <br />amount for recreation facilities be furnished~[he City Manager before second read~g; the <br />additional request be referred back to the Recreation Department and Parks and Recreation <br />Commission for further study and a breakdown of this amount be furnished to the City Manager <br />for a report back to Council, was adopted ~y unanimous vote. <br /> <br /> 75-532 "Consideration of an ordinance on first reading to appropriate $100,0'~'0 from <br />the Capital Improvement Fund for architectural and engineering services in connection with <br />the restoration of the Courthouse into a Community Arts Center. <br /> <br /> The restoration will necessitate funds to restore the original exterior appearance as <br />well as major roof changes and reconstruction. The interior will need complete modernizing. <br />Both upper courtrooms will retain their architectural identity but will be outfitted for an <br />auditorium and e~hibit hall. The proposed use of the lower floor will include offices, <br />classes, lecture rooms, restroom facilities and storage. The City Manager recommends adop- <br />tion on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the following ordinance was approved <br />on first feeding, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE S100,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ARCHITECTURAL AND ENGINEERING SERVICES IN CONNECTION WITH THE RESTORATION OF <br />THE COURT HOUSE INTO A COMMUNITY ARTS CENTER." <br /> <br /> 75-533 "Consideration of an ordinance on first reading to appropriate ~46,000 in the <br />category of Parks and Recreation for the street tree plantings in the Park View Project and <br />the landscaping of parking lots in the Olde Towne Project. <br /> <br /> The two projects are part of the City's non-cash credits committed to the renewal and <br />conservation of the subject areas. The funds are included in the 1975z80 Capital Improvement <br />Budget for 1975-76 budget year. The City Manager concurs in the recommendation <br />of the Parks and Recreation Commission and recommends adoption.' <br /> <br /> <br />
