269 <br /> <br />December 16, 1975 <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 75-546 - "Consideration of an ordinance amending Ordinance <br />mouth Classification and Pay Plan for 1975~76. <br /> <br />No. 1975-81, <br /> <br />City of Ports- <br /> <br /> The amendment proposed to this ordinanc will permit the necessary changes required to <br />implement the new pay schedule and the new general wage increase effective January 1, 1976. <br />Included in this amendment will be a revised pay schedule for all grades reflecting the <br />general Fage increase. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; TO PROVIDE A <br />COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATE THE ADMINISTRATION OF THE <br />1975-76 CLASSIFICATION AND PAY PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-547 "Consideration of an ordinance on first reading to appropriate $477,000 from <br />the Capital Improvement Fund for the City's participation in the cost of constructing addi- <br />tional lanes on Churchland Bridge. <br /> <br /> This appropriation will provideithe aecessary funds to pay the City's 15% share of ali <br />engineering, right-of-way, and construction in accordance with an agreement between the City <br />of Portsmouth and the Virginia Department of Highways and Transportation dated August 8, 197] <br />The 1971-75 Capital Improvement Budget was amended to include the cost of the Churchland Brid <br />in the~t~7~&~-YS~ Capital Improvement Budget. The total cost that has been invoiced is $527,954 <br />the difference be{rig the $51,000 of which the City pays 100% for a 12-inch water main con- <br />structed for the City as part of the new bridge addition. The public utility funds were <br />previously appropriated from unallocated bond proceeds to cover the cost of the 12-inch <br />water main. Therefore, the balance r~quired is $477,000. The City Manager recommends <br />adoption on first reading." <br /> <br /> On motion of Mr. Oast andfseeonedrby~Mr;..¢Ba~nes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE <br />FOR THE CITY'S PARTICIPATION <br />ON THE CHURCHLAND BRIDGE." <br /> <br />$477,000 FROM THE CAPITAL IMPROVEMENT FUND <br />IN THE COSTS OF CONSTRUCTING ADDITIONAL LANES <br /> <br /> 75-548 "Consideration of a resolutinn authorizing the City Manager or City Attorney <br />to advise Virginia Electric and Power Company and other sellers of utility services of the <br />opposition of Council to the payment of a fee for administering the consumm~rutility tax. <br /> <br /> Virginia Electric and Power Company has requested that the Council amend the City Code <br />to provide for the payment of a fee of 3% of the amount of the consumer utility tax collected <br />by the company. This resolution expresses the opposition of the Council to the payment of <br />this fee to VEPCO or any other utility company which collects this tax for the City. The <br />City Manager recommends adoption." <br /> <br /> On mo~ion of Mr. Early and seconder by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY ~NAGER OR CITY ATTORNEY TO ADVISE VIRGINIA <br />ELECTRIC AND POWER COMPANY AND OTHER SELLERS OF PUBLIC UTILITY SERVICES IN THE <br />CITY OF PORTSMOUTH OF THE OPPOSITION OF COUNCIL TO THE PAYMENT OF A FEE FOR <br />THE COST O~ ADMINISTERING THE CONSUMER UTILITY TAX. <br /> <br /> WHEREAS, Virginia Electric and Power Company has requested that the Code of the City <br />of Portsmouth, Virginia, be amended to provide for a fee of three (3%) percent of the <br />total consumer utility tax collected to cover the cost of administering the consumer utility <br />tax; and <br /> <br /> WHEREAS, this fee would be paid in the form of a deduction from the amounts so collected <br />and -~ <br /> <br /> WHEREAS, such three {3%) percent fee would be paid not only to Virginia Electric <br />and Power Company but to every other seller of utilitiy services which administers the <br />consumer utility tax for the City of Portsmouth; and <br /> <br /> WHEREAS, the revenues of the consumer utility tax are a vital part of the resources <br />required to support the programs of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager or City Attorney be, and he hereby is, authorized to express to <br />Virginia Electric and Power Company and to other sellers of utility services in the City <br />of Portsmouth the opposition of Council to the payment of a fee for the cost of administerin <br />the consumer utility tax." <br /> <br /> Ayes: Barnes, Early, Etliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> <br />
