February 24, 1976 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted <br />on first and final reading, and by the £ollewing ~ote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF FLORIDA AVENUE BETWEEN HIGH STREET AND <br />KING STREET (S-76-2)." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, east, Wentz <br />Nays: None <br /> <br /> 76-78 "Consideration of an ordinance closing a portion of Wilcox Avenue westward <br />from its intersectimn with Lansing Avenue. <br /> <br /> Enoch Carrington and Foundation Boys Academy applied to vacate a portion of Wilcox <br />Avenue westward from its intersection with Lansing Avenue. R-72). <br /> <br /> This authorization will permit the transfer of 16 parcels of land to PRHA located within <br />the boundaries of the Effingham Project.The famr' market value of the property will be ap- <br />plied to the City's financial commitment in the Effingham P~oject. The City Manager recom- <br />mends adoption.!~ <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY O~ED PROPERTY <br />TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (EFFINGHAM PROJECT, <br />VAR-?2). <br /> <br /> WHEREAS, the City of Portsmouth owns certain property, hereinafter described, and <br />the City no longer has need of said property; and <br /> <br /> WHEREAS, said property is located within the boundaries of the Effingham Conservation <br />and Redevelopment Project, VAR-72; and <br /> <br /> WHEREAS, in accordance with the cooperation agreement between the City of Portsmouth <br />and Portsmouth Redevelopment and Housing Authority for the Effingham Conservation and <br />Redevelopment Project, VAR-72, the fair market value of these parcels may be applied <br />to the financial obligation of the City of Portsmouth in connection with said project; <br />and <br /> <br /> %~HEREAS, Portsmouth Redevelopment and IIousing Authority is a political subdivision <br />of the Commonwealth of Virginia, thereby eliminating the necessity for further advertisement <br />of the conveyance of City owned property. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to c?nvey the following described <br />property to Portsmouth Redevelopment and }~using Authority ~n consideration of the applicatio~ <br />of the fair market value of said property, as herein stated, to the financial obligation <br />of the City of Portsmouth toward completion of the Effingham Conservation and Redevelopment <br />Project, VAR-72. <br /> <br />Parcel 1: Map Parcel 45-62-15 <br /> <br />Value: $1,430.OO <br /> <br />Said property being part of Lots 82, 83 and 90, on the Plat of property owned by J. C. <br />P. Edwards, deceased, which plat is recorded in the Clerk's Office of the Circuit Court <br />of Norfolk County, Virginia, ~n Map Book 4, at page 41, and being more particularly described <br /> <br /> <br />
