<br />Redevelopment Plan
<br />
<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution approved
<br />on first reading at the Public Hearing meeting of February 9, 1976, was adopted, and by the
<br />following vote:
<br />
<br /> "A RESOLUTION APPROVING AMENDMENT NO. 3 TO THE CONSERVATION AND REDFf~rELOPMENT
<br /> PLAN FOR THE PARK VIEW CONSERVATION AND REDEVELOPMENT PROJECT, Va. R-48.
<br /> W}IEREAS, this Council, by resolution adopted June 25, 1968, approved a Conservation and
<br />Redevelopment Plan for the Park View Conservation and Redevelopment Project, Va. R-48, Ports-
<br />mouth, Virginia, which has been amended from time to time; and
<br /> WHEREAS, there has been presented to this bo~j, for consideration and approval a copy of
<br />an amended Conservation and Redevelopment Plan for the project area., dated February, 1976,
<br />which plan consists of 20 pages and 3 exhibits; and
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has made detailed studies of
<br />the physical conditions of structures, land use, environmental influences, and social, cul-
<br />tural and economic conditions of certain sections of the project area and has determined
<br />that the said areas to be cleared are blighted, deteriorated, or deteriorating; and
<br /> WHEREAS, said Amendment No. 3 has been carefully reviewed and said Conservation and
<br /> Redevelopment Plan conforms to the general plan for development of the City of Portsmouth
<br />
<br />submitted a pro°ram for the relocation of indi-
<br />project activities; and
<br />

<br />as a whole; and

<br /> I~ERBAS, said Authority has prepared and

<br /> WHEREAS, in the judgment of this Council

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Amendment No. 3 to the Conservation and Redevelopment Plan for the Park View
<br />Conservation and Redevelopment Project, Va. R-48 having been duly reviewed and considered,
<br />it is hereby found:
<br />
<br /> a. That the objectives of tile Park View Conservation and Redevelopment Project,
<br /> ~a. R-48, Portsmouth, Virginia, can be better achieved by the adoption of said amend-
<br /> ment.
<br />
<br /> b. That Amendment No. 3 for the project area conforms to the general plan
<br /> for the City of Portsmouth as a whole.
<br />
<br /> c. That Amendment No. 5 will afford maximum opportunity, consistent with
<br /> the needs of the City as a whole, for the redevelopment of the area by private
<br /> enterprise for residential reuse.
<br />
<br /> d. That the proposed redevelopment areas are blighted, deteriorated, or
<br /> deteriorating and qualify as an eligible project area under Sections 36-49 and
<br /> 36-49.1, et. seq., of the Code of Virginia (1950) as amended.
<br />
<br /> e. That the program for the proper relocation of individuals and families
<br /> displaced in carrying out the Project is feasible and can be reasonably and
<br /> timely effected to permit the proper prosecution and completion of the Project.
<br />
<br /> 2. That Amendment No. 3 to the Park View Conservation and Redevelopment Plan for the
<br />Park View Conservation ~nd~edevelopment Project, Va. R-48, having been duly reviewed and
<br />con2idered is hereby approved and the City Clerk is hereby directed to file a copy of said
<br />Amendment with the minutes of this meeting."
