359 <br /> <br />· May 2S. 1976 <br /> <br /> Since the school complexes are already built and lend themselves well to night recreatio: <br />as well as other activities, we feel that Portsmouth should make maximum use of them. <br /> <br /> Therefore, the enclosed resolution, which was adopted by the Board of CommuniTy Action, <br />is forwarded for your consideration." <br /> <br />Resolution <br /> <br /> "WHEREAS, the Public Safety and Municipal Concerns Committee of Community Action, Inc. h~ ; <br />studied the concept of providing school grounds and buildings for community use for recreational <br />educational, and human enrichment activities <br /> <br /> AND WHE1LF~S, the Public Safety and Municipal Concerns Committee endorses the concepts <br />involved <br /> <br /> Community Action, Inc. hereby goes on record as endorsing the Community Education Progra~ <br />being developed by the Portsmouth Public Schools, Parks and Recreation Department and Tide- <br />water Community College ' <br /> <br /> We further authorize the Secretary to send copies of this resolution to the Mayor and <br />members of City Council, the City Manager, Superintendent of Schools, the Director of Parks <br />and Recreation, the Provost at Tidewater Community College-Frederick Campus, the Chairman of <br />the Parks and Recreation Commission and the Chairman of the School Board." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Barnes, to be received as information, was <br />adopted by unanimous vote. <br /> <br /> 76-203 Paul Sumner, 3231 Stamford Road, Paramedicsof Portsmouth Ambulance Service, <br />made the following presentation: <br /> <br /> "Members of the City Council, we have requested this time tonight to bring to the <br />attention of the Council members along with the iitizens of Portsmouth that the working <br />standards for the personnel of Portsmouth Ambulance Service inhibit them from giving the <br />service to the City of Portsmouth that it demands and deserves. <br /> <br /> How can the citizens and the city government expect a top-notch emergency medical:_ <br />service when the vehicles and equipment we are forced to use are either unusable or antiquatec <br />Many times when we are called upon to respond to ~he aid of a citizen our vehicles are in <br />suc-~ shape that they are delayed for unexcusable reasons wasting precious minutes of time. <br /> <br /> We also do not feel that any other city or municpality expects the best possible <br />medical services fro~ peele as q~alified as ourselves for the wage which we receive. Can you <br />show me any other area that demands the care that this city needs by paramedics of equal <br />caliber to ourselves who receive a mere wage of $2.30 per hour. This wage leaves no allot- <br />ment for any benefits. Benefits we speak of are only those as follows: Hospitalization, <br />sick leave and vacation with pay. As you can see these are only benefits which the everyday <br />working person receives. <br /> <br /> There is also no provision whatsoever for steps in wage rate for persons who further <br />their education by re---ceiv~ng such educational levels as Emergency ~edical Technician and/or <br />Cardiac Technician. The 2nd of these two educational ~evels is os extensive that ~it enables <br />that person to go so far as to administer medications to a patient while in radio contact <br />with a physician in the emergency department of a hospital. The total time envol~df~ran <br />individual to receive these certifications is a time period of approximately 2 years. <br /> <br /> We present this to the Council tonight, represem~ing the employees of Portsmouth Ambulan( <br />Service, as a request that more monies be alloted to the EMS in this city and see that this <br />money is passed on to the people doing this work so the a;ppropriate services may be given <br />to this city as it is so greatly needed.
