358 <br /> <br />May 7~. lq16 <br /> <br /> By the unanimous ~ote of all members present, the Commission acted to recommend to <br />Portsmouth City Council that it register opposition to the Act with the Congress of the <br />United States. Signed-G~orge F. Davis, Chairman" <br /> <br />the <br /> <br /> On motion of Mr. Elliott and ~ecofldeayby Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION OPPOSING THE ENACTMENT OF THE MUNICIPAL TAXABLE BOND ALTERNATIVE <br />ACT OF 1976 WHICH IS PRESENTLY BEING CONSIDERED BY THE U. S. HOUSE OP REPRESEN- <br />tATIVES. <br /> <br /> WHEREAS, the U. S. House of Representatives' Ways and Means Committee has approved <br />H. R. 12774 entitled the Municipal Taxable Bond Alternative Act of 1976 and said Bill is <br />presently before the entire House of Representatives; and <br /> <br /> WHEREAS, such Bill would give municipal governments the option of issuing non-taxable <br />and taxable bonds with federal subsidy; and <br /> <br /> WHEREAS, such taxable bonds with subsidy might benefit municipal governments in the <br />immediate future, but it is the belief of this City Council that the option for taxable <br />bonds with subsidy in lieu of non-taxable bonds eventually would subject the municipal <br />bond to direct control and regulation of the federal government coupled with the threat <br />of reduced subsidies in the future. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it opposes the enactment of the Municipal Taxable Bond Alternative Act of 1976. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward a copy of this resolu% <br />tion to Congressman Daniel and Senators Byrd and Scott." <br /> <br /> Ayes: Barn~s, Early, Elliott, Holtey, Oast, Wentz <br /> Nays: None <br /> <br /> 76-200 - Consideration of a motion authorizing tke ~ity Manager to transfer $60,000 from <br />Tidewaterthe GeneralTransportationFun~.buagetrite~¢f~r~B6~tiS~r~e6gt~"i~g.`Bad~eit~m~f~Q~f~i~p~mea%~2~i~Commission. <br /> Additional funding is needed for the subsidy payments for the 4th Quarter of the 1975-76 <br />operating costs. Subsidy payments anticipated as reimbursements from the Federal Government <br />have ~ot been received and the City is currently funding 100% of the operational costs. The <br />original line item budget for transportation costs was based on a 50% payment by the City to <br />Tidewater Transportation Commission. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, that authorization be granted as requeste, <br />was adopted by unanimous vote. <br /> <br /> 76-201 "Consideration of an ordinance on first reading to appropriate $122,500 from the <br />Capital Improvement Fund for pre-development costs required for the Section VIII Elderly <br />Housing in the Effingham Project. <br /> <br /> The funds included in this appropriation were recently received as a cash refund on the <br />close-out of the Weaver Project. The cash refund was included as part of the housing componen' <br />presented at our last public hearing on Community Development. This appropriation will provid <br />the funds to execute letters of credit and proceed with the execution of a comprehensive con- <br />tract for archietectural services and supply necessary assurances to the Virginia Housing and <br />Development Authority. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $122,500 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />PREDBVELOPMBNT COSTS IN CONNECTION WITH THE SECTION 8 ELDERLY HOUSING PROPOSED <br />FOR THE EFFINGHAM PROJECT." <br /> <br />NEW BUSINESS <br /> <br /> 76-202 The following letter presented by Henry A. Staneski, Chairman, Public Safety <br />and Municipal Concerns Committee, Community Action, Inc.: <br /> <br /> "The Public Safety and Municipal Concerns Committee of Community Action, Inc. has been <br />reviewing and studying the problem of recreation in the City of Portsmouth. This is a com- <br />plicated subject and has many ~amifications. One aspect which we have particularly looked <br />at is the providing of school grounds and buildings for community use for recreational, <br />educational and human enrichment activities. <br /> <br /> We are aware that steps have been taken in this direction and also that further steps are <br />being developed by the Portsmouth Public Schools System, Parks and Recreation Department and <br />Tidewater Community College. <br /> <br /> In other studies which we have made regarding Public Safety, we have,noted that one of <br />Portsmouth's most critical needs is to develop further educational/recreational outlets for <br />its youth. Neighborhoods where this has been accomplished, as in the Park View area where a <br />new recreational complex has just been opened, are benefitting greatly by the youth of the <br />community being afforded meaningful activity. <br /> <br /> <br />
