May 25, 1976 <br /> <br /> 76-194 "Consideration of an ordinance to amend the City Code pertaining to adjustment <br />of retirement allowances of the Portsmouth Supplemental Retirement System and the Portsmouth <br />Fire and Police Retirement ~.Fstem. <br /> <br /> This ordinance will amend the Code by deleting the requirement that all retirees receive <br />the average Consumer Price Index increase for the previous calendar year as an increased allow <br />ance on July 1 of each year. This recommended change will permit the City Council to estab- <br />lish the amount of adjustment for retirement allowance. The present ordinance does not retain <br />any control making any increase subject to the approval of the governing body. A copy of a <br />letter from the Retirement Board and resolution adopted by the Board of Trustees on May 18, <br />1976 is attached for your information. The City Manager recommends adoption."(See Exhibit <br />76-194) <br /> On motion of Mr. Early and seconded by Mr. Oast, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTIONS 31-68 AND 31-1SS THEREOF, PERTAINING TO ADDITIONAL RETIREMENT <br />ALLOWANCE OF THE PORTSMOUTH SUPPLEMENTAL RETIREMENT SYSTEM AND THE PORTSMOUTH <br />FIRE AND POLICE RETIREMENT SYSTEM." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, W~ntz <br />Nays: Holley <br /> <br /> 76-195 - "Consideration of an ordinance to provide for the classification of employment; <br />to provide a compensation plan for employees; and to regulate the administration of the 1976- <br />77 Classification and Pay Plan. <br /> <br /> This ordinance sets forth the regulations for the administration of the Classification <br />and Pay Plan for all officers and employees of the City. The recommended pay plan includes <br />an in-grade progression for employees of one step annually on their anniversary~date until <br />the)- have reached maximum pay for their grad~. The pay plan also includes an increase to <br />$5.00/~'onr for special assignment duty for all Fire and Police sworn personnel. Court pay for <br />any Firefighter or Police Officer who is not on regular assigned duty shall be at the rate of <br />$10.00 for the first two hours or port&on thereof, and ~5.00 for each subsequent hour or major <br />portion thereof. Based on the adoption of the previous ordinance, there ~s a new s~ction whic <br />has been added to the classification and pay plan which establishes the retirement allowance a <br />5%, effective July 1. The City Manager recommends adoption." <br /> <br /> On motion, of Mr. Early and seconded by Mr. Barnes, the following ordinance was adopted~ <br />on first and final reading, and ~y the following vote: <br /> <br />"AN ORDINANCE TO RROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; TO PROVIDE A <br />COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATE THE ADMINISTRATION OF THE <br />1976-77 CLASSIFICATION AND PAY PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 76~196 - "Consideration of an ordinance on first reading to appropriate $420,000 from <br />the Public Utility Fund for the installation of a 16-inch water main from the eastern approach <br />of the new Western Freeway Bridge to the existing 16-inch main on Chautauqua Avenue. <br /> <br /> These improvements were recommended by the 1972 consultant's report on distribution <br />system improv~.mants and will improve fire protection and flows in these a~eas. Also, the <br />connection from the existing 16-inch main on Chautauqua to the new Western Freeway Bridge will <br />provide a stronger, more reliable supply to the Weste~mrfolk area in the event the transmissio~ <br />mains from Suffolk to Churchland are interrnpted. This project is part of Contract W-6 of the <br />HUD Project WS-4-Va which provides 50% Federal funding. The City Manager recommends adoption <br />on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $420,000 FROM THE PUBLIC UTILITY FUND FOR INSTAL- <br />LATION OF~A .16 INCH WATER.MAIN FROM THE EASTERN APPROACH TO THE PROPOSED NEW <br />WESTERN FREEWAY BRIDGE TO AN EXISTING 16 INCH WATER MAIN ON CHAUTRRQUA AVENUE; <br />AND FOR INSTALLATION OF A 12 INCH WATER MAIN ON PENINSULA AVENUE FROM LONDON <br />BOULEVARD TO SPRATLEY STREET AND ON S~RATLEY STREET TO CRAWFORD STREET AND FORT <br />LANE." <br /> <br /> 76-197 - "Consideration of an ordinance on first reading to appropriate $97,700 in the <br />Capital Improvement Fund for off~site drai~nage improvements mn Portsmou%h Boulevard in the <br />vicinity of Dail's Hardware. ~ <br /> <br /> The offxsite drainage was ~equested by Mr~ Dail, owner of Dail's Hardware, and the City <br />has an agreement whereby he had agreed to pay $42,476 on the total cost of the project. The <br />City's'share would be $55,224. The City's share of this appropriation has'been previously <br />allocated in the off-site drainage category of the Capital Improvement budget for 1975-76. <br />The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> <br />
