<br />At a regular meeting of the City Council held on May 25, 2976, there were present:

<br /> Vice Mayor Robert W. ~entz, Sr., presided in the a~sence of Mayer R~chard J. Davis,
<br />and welcomed all ¥isitors in attendance.

<br /> Rev. R. Eugene Larkin, Coordinator Alcoholism Services, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Fla~.
<br />
<br /> Motion Of Mr. Barnes and seconded by Mr. Earl~, minutes of the regular meeting of
<br />May 11, 1976, to be approved as received, ~cas~adopted 57 nnanimous'¥ote.
<br />
<br /> 76-191 - The following resolution received from the 'Southeastern Virginia Planning
<br />District Commission was presented:
<br />
<br />"RESOLUTION RECOGNIY1M~ THE DESIGNATION OF THE CITY OF PORTSMOUTH~ VIRGINIA
<br />BY THE NATIONAL MUNICIPAL LEAGUE FOR THE 197S~I976 ALL-AMERICA CITY AWARD
<br />AND COMMENDING THE ACCOMPLIS~4ENTS OP THE C~T~ZENS THEREIN.
<br />
<br /> WKEREAS, in honor of the meaningful action of its citizens in neighborhood planning and
<br />project implementation, the City of Portsmouth, Virginia has been selected for the 1975-1976
<br />All-America City Award; and
<br />
<br /> WHEREAS, civic leagues and organizations have strived for solutions
<br />ghallenges and have succeeded in establishing their goal of neighborhood
<br />conservation; and
<br />
<br />to socieconomic
<br />preservation and
<br />
<br /> WHEREAS, the interest of the citizens has been inspired through municipal government
<br />and community leadership initiating their own upgrading and restoration actions; and
<br />
<br /> WHEREAS, the neighborhood achievements of these citizens have significantly contributed
<br />to a better quality of life for all citizens in the All~American spirit; now,'therefore,
<br />
<br /> BE IT RESOLVED, that the Southeastern Virginia Planning District Commission extends its
<br />congratulations to ~he citizens and community leadership of the City of Portsmouth, Virginia
<br />for distinguished service rendered to their City and in recognition of their selection by
<br />the National Municipal League for the 1975-1976 All-Americ~ City Award."
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Holley, to be received as information and a
<br />letter of appreciation to be sent to SVPDC for the resolution, was adopted by unanimous vote.
<br />
<br /> 76-191(a) The following letter received from John L. Ivy, Chairman, Parks and Recreatio~
<br />Commission~
<br />
<br /> 'It has been an honor and a privilege to serve as a member o~f the Recreation Commission
<br />since 1962, and as its Chairman smnce November, 1970~ During the 14 years for which I have
<br />had the pleasure to serve my City, I have seen the City move forward in Recreation.
<br />
<br /> While funds were limited for a number of years, the City was able to move forward through
<br />the dedicated assistance of many volunteers. I wish to thank all of those who have assisted
<br />me in making this progress possible. Through the ~forts of the many volunteers in this ~ty,
<br />plus the dedicated members of the staff, we have been able to accomplish these things.
<br />
<br /> I feel the time has arrived for me to offer my resignation from the Commission and wish
<br />the City and the Recreation Commission success in the future."
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Oast, the resignation be accepted with regret,
<br />and a letter be forwarded to Mr. Ivy, was adopted by unanimous vote.
<br />
<br /> Mr. John L. Ivy was presented a resolution commending him for his services on the Parks
<br />and R~creation Commission for a period of fourteen years.
<br />
<br /> 76-192 Public Hearing on Five Year Capital Program and 1976-77 Capital Improvement
<br />Budget was held.
<br />
<br />The City Manager and Mrs. Eva Teig presented the Five Yemr CaDital Budget.
<br />
<br /> D. Bart Frye, Jr., Executive Director, Portsmouth Redevelopment & Ho~sing Authority,
<br />presented slides regarding improvements city-wide Olde Towne, Southside, Mt. Hermon and
<br />Northside.
<br />
