Dr. Alford had recommended to the City Council that a committee be formed to
study the fringe benefits for School Board employees as compared to those of regular City
employees.
%he Municipal Finance Conunission members believe that the recommendation made by the
Superintendent of Schools is an excellent one, howeyer, it is felt that the scope of the
recommendation should be expanded. This Commission respectfully recommends to the Portsmouth
City Council that a committee be formed to consider possible economy measures in both school
activities and general government activities. While it is the recommendation of this Com-
mission that the committee's scope be'broad in the investigation of possible economy measures,
it was felt that especially fruitful possibilities might exist in activities which could be
consolidated into joint operations.
By the unanimous vote of all members present the Municipal Finance Commission acted to
make the above recommendation to the Portsmouth City Council, and furthm%, to recommend

tY
