<br /> "A RESOLUTION APPROVING THE CITY OF PORTSMOUTH MENTAL HEALTH AND MENTAL RE-
<br /> TARDATION SERVICES BOARD'S PROGRAM FOR SERVICES AND FACILITIES FOR FISCAL
<br /> YEAR 1976-77, SUBJECT TO CERTAIN LIMITATIONS.
<br /> WHEREAS, Section 37.1-197, Code of Virginia, 1950, as amended, requires every Community
<br />Mental Health and Mental Retardation Services Board to have approved its plan and budget
<br />by the governing body of the political subdivision of which it is an agency; and
<br />
<br /> WHEREAS, it is necessary that this Council
<br />the City of Portsmouth; and
<br />
<br /> WHEREAS, this Council has reviewed such a
<br />City of Portsmouth,

<br />program and

<br />endorse such a program for

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,

<br />modification in funding as approved in the 1976-77 operating budget for mental health.

<br /> ?6-256 Ms. Marian Rawles, P. O. Box 744, Portsmouth, spoke regarding the need of a
<br />cannery for produce to be put up for the winter.

<br /> 76-257 - ~he Mayor presented the following proclamation:
<br /> "WHEREAS, Sunday, July 4th, will mark the Z00th anniversary of the founding of our
<br />Nation, commemorating the approval of the Declaration of Independence by the Continental
<br />Congress; and
<br /> WPiEREAS, in addition to the public display of our Flag, it will be commemorated by
<br />the ringing of the Liberty Bell in Independence Hall, Philadelphia, at 2:00 p.m., July
<br />4th, and by the simultaneous ringing of bells in other American cities, as urged by the
<br />Congress of the United States in formal resolution; and
<br /> W!dBREAS, the Portsmouth Revolutionary Bicentennial Committee has urged that Portsmouth,
<br /> as an historic city of the Commonwealth of Virginia, which produced Richard H~nry Lee,
<br /> author of the Resolution for Independence; Thomas Jefferson, author of the Declaration
<br /> of Independence; and George Washington, whose sword made independence a reality, be particula~
<br /> mindful of the significance of July 4th.
<br /> NOW, THEREFORE, I, Richard J. Davis, Mayor of the City of Portsmouth, respectfully
<br /> urge our churches, citizens, and all organizations that are holding Fourth of July Observances
<br /> to join in the nationwide ringing of bells at 2:00 p.m. on July 4th, and that our citizens
<br /> honor America, mindful of.their heritage of freedom, the greatness of our country, and
<br /> the many sacrifices that have been necessary for its preservation.
<br /> IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the City of
<br /> Portsmouth to be affixed this fourteenth day of June, nineteen hundred and seventy~gix."

<br /> 76-258 The following letter from the Municipal Finance Commission~was presented:
<br /> "At the regular monthly meeting of the Municipal Finance Commission held on Thursday,
<br /> May 20, 1976, the Commission members discussed a recommendation which the Superintendent of
<br /> Schools had made to the City Council at the public hearing recently held at the Willett
<br /> Auditorium. Dr. Alford had recommended to the City Council that a committee be formed to
<br /> study the fringe benefits for School Board employees as compared to those of regular City
<br /> employees.
<br /> %he Municipal Finance Conunission members believe that the recommendation made by the
<br /> Superintendent of Schools is an excellent one, howeyer, it is felt that the scope of the
<br /> recommendation should be expanded. This Commission respectfully recommends to the Portsmouth
<br /> City Council that a committee be formed to consider possible economy measures in both school
<br /> activities and general government activities. While it is the recommendation of this Com-
<br /> mission that the committee's scope be'broad in the investigation of possible economy measures,
<br /> it was felt that especially fruitful possibilities might exist in activities which could be
<br /> consolidated into joint operations.
<br /> By the unanimous vote of all members present the Municipal Finance Commission acted to
<br /> make the above recommendation to the Portsmouth City Council, and furthm%, to recommend
