<br />At a regular meeting of the City Council held on June 22, 1976, there were present:
<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />James W. Holley, Edward L. east, Jr., R. T. Williams, City Manager, C. H.
<br />McGinnis, Assistant City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> Absent: Robert W. Wentz, Jr.
<br /> Rev. Henry J. Hund, Paste!, First Lutheran Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Davis welcomed all visitors in attendance.
<br /> Motion of Mr. Barnes and seconded by Mr. east, minutes of the Public Hearing meeting of
<br />June 7, 1976, and minutes of the regular meeting of June 8, 1976, to be approved as received,
<br />was adopted by unanimous vote.
<br /> 76-231 The following resolution honoring the late R. Edward Hawks, former member of
<br />City Council and Portsmouth Retirement System, was read:
<br />"WHEREAS, on the 12th day of June 1976, death brought to a close the active life of
<br /> R. Edward Hawks, who served as a member of this Council from September 1,
<br /> 1952 to September 1, 1956, with distinction, in conducting the affairs of
<br /> this City and its citizens; and
<br />
<br /> 'WHEREAS, he served as a member of the Portsmouth Retirement System from October 24,
<br /> 1957 to September 30, 1969, in a dignified, faithful, and an impartial manner;
<br /> and
<br />
<br /> t~EREAS, the stature be attained in this community by his exemplary life and monumental
<br /> achievements was recognized during his lifetime; and
<br /> WHEREAS, this Council, does, by this resolution recognize the profound influence of
<br /> R. Edward Hawks upon the development of our City, recognizing further that his
<br /> death is a distinct loss to the City in which he won deep respect and affection.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of this City, that the sympathy of this
<br /> body, acting for the citizens, be and hereby is extended to the family of the
<br /> late R. Edward Hawks.
<br /> BE IT FURTHER RESOLVED, that this resolution be spread upon the minutes of the Council
<br /> and that a copy thereof be forwarded by the City Clerk to his wife, Mrs. Prances
<br /> C. Hawks, in recognition of Mr. Hawks respected place in this community."
<br /> 76-252 - Certificates of Appreciation were presented to the following former members

<br />Churches, Veterans and Civic Organizations, presented to J. Herbert Simpson an award
<br />denoting twentyfive years of continuous service as General Chairman of the Memorial Day
<br />ObserYance~;f~r. Tidewater, held each year in the City of Portsmouth; and
<br />
<br /> ICHEREAS, the award cited Mr. Simpson for his dedication,
<br />efforts in organizing the Parade and Memorial Ceremonies for
<br />for our Country.
