The Human <br />Service System is designed to facilitate the delivery of services to eligible clients. The <br />funds for this project are entirely Federal, with no local cash match requirement. The City <br />Manager recommends adoption on first reading." <br /> <br /> On motion Of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and py unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $B86,785 FROM THE FEDERAL GRANTS FUND TO <br />CONTINUE PORTSMOUTH'S HUMAN SERVICM DELIVERY AND INFORMATION SYSTEM." <br /> <br /> 76-281 "Consideration of an ordinance on first reading to appropriate $29,791 from the <br />Federal Grants Fund for the Portsmouth and Regional Summer Recreation Support Programs within <br />the Department of Parks and Recreation. <br /> <br /> This appropriation will provide the necessary funds to enable the Department of Parks <br />and Recreation to establish two summer recreation support programs for disadvantaged youths <br />within the City of Portsmouth and the Tidewater area. The Portsmouth Summer Recreation <br />Support Program ($15,514) includes swimming instruction, cultural enrichment, talent shows, <br />as well as day trips to Busch Gardens and Sleepy Hole Park. The Regional Summer Recreation <br />Support Program ($14,277) includes an All-Sports Camp, Wilderness Camp, and the Junior Olympic <br />~o be attended by disadvantaged youths from the Tidewater area. The appropriation of $29,791 <br />represents 100% Federal funding of these programs. The City Manager recommends adoption on <br />first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />was <br /> <br />"AN ORDINANCE TO APPROPRIATE $29,791 FROM THE FEDERAL GRANTS FUND FOR THE <br />PORTSMOUTH SUMMER RECREATION SUPPORT PROGPJLM AND THE REGIONAL SUMMER RECREATION <br />SUPPORT PROGRAM WITHIN THE DEPARFMENT OF PARKS AND RECREATION." <br /> <br />76-240 The following ordinmnee deferred from the regular meeting of June 22, 1976, <br />taken up and read: <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 37-65 AND 37~66 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, 1973, AS AMENDED, PERTAINING TO THE DEFINITION OF WAITING TIME <br />AND THE RATES ESTABLISHED. FOR TAXICABS." <br /> <br />The following report presented: <br /> <br /> "At the June 22, 1976 meeting, City Council deferred action on the taxicab rate increase <br />pending a report and recommendation from the City Manager on the question of requiring owners <br />to znstall safety shields in their taxicabs. My recommendation is that City Council not adop~ <br />a requirement for installation of safety shield~ for the reasons listed below and contained i <br />the attached correspondence. ~ <br /> <br /> <br />
