<br />AUTHORIZING THE ISSUANCE OF TEN MILLION DOLLARS ($I0,000,OOO.) GENERAL OBLIGATION BONDS OF
<br />THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF PROVIDING FUNDS FOR URBAN RENEWAL PURPOSE
<br />FOR THE ACQUISITION OF LAND; FOR THE CONSTRUCTION, IMPROVEMENTS, AND REPAIRS OF PUBLIC BUILDIN
<br />AND FACILITIES; FOR THE CONSTRUCTION OF CURBS, GUTTERS AND DRAINAGE FACILITIES, STREET, HIGHWA'
<br />AND BRIDGE IMPROVEMENTS; FOR THE CONSTRUCTION AND EQUIPPING OF CERTAIN PARKS AND RECREATION

<br /> 76-278 - "Consideration of a resolution approving the application for the 1977
<br />Community Development Program add authorizing the Mayor and City Manager to do whatever is
<br />necessary in connection with the submittal of the application.
<br /> The application has been prepared in accordance with the objectives of the Housing and
<br />Communlty Development Act of 1974, and upon local approval the application will be forwarded
<br />to the State and regional A-95 clearinghouse for comments which will be submitted to the
<br />Department of Housing and Urban Development. The timetable will coincide with the Federal
<br />requirement that such applications be sumbitted at least 75 days before the end of a program
<br />year. Our current program year will expire on October 28, 1976, and based on our current
<br />timetable would permit the third action year to be approved and commence on or ~efore November
<br />1, 1976. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following resolution was adopted,
<br />and by the following vote:

<br /> "A RESOLUTION APPROVING THE 1977 CO~UNITY DEVELOPMENT PROGRAM AND AUTHORIZING
<br /> THE MAYOR AND CITY ~NAGER TO FILE AN APPLICATION THEREFOR.
<br />
<br /> WHEREAS, under the provisions of the Housing and Community Development Act of 1974,
<br />financial assistance is provided to localities for undertaking and carrying out community
<br />development activities; and
<br />
<br /> WHEREAS, public hearings have been held and this Council has reviewed a 1977 Community
<br />Development Program in the City of Portsmouth; and
<br />
<br /> WHERF2KS, it is necessary that this Council take appropriate official action respecting
<br /> said Program to comply with the regulations of the aforementioned Act; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed in the undertaking
<br /> and carrying out of activities under the Community Development Program; and
<br />
<br /> WHEREAS, this Council, on behalf of the City of Portsmouth possesses the legal authority
<br /> to apply for a grant and execute the proposed Program under the provisions of the aforemen-
<br /> tioned Act; and
<br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be establis
<br /> to prohibit employees from using their positions for a purpose that is or gives the appearance
<br /> of being motivated by a desire for private gain for themselves or others, particularly those
<br />
