July 24, 2001 <br /> <br />Financial Impact: <br /> <br />· No local match is required for this grant. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to transfer $147,572 <br />from the Grants Contingency Account for fire protection services, and was adopted by <br />the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 223 - Adoption of a motion to transfer $51,613 from the Grants Contingency <br />Account to support the Juvenile Accountability Incentive Block Grant (JAIBG) Program. <br /> <br />The JAIBG allows the Community Criminal Justice Board to identify and fund <br />services for serious violent juvenile offenders in the City. <br /> <br />Recommendation: <br /> <br />· Adoption of motion to transfer $51,613 from the Grants Contingency Fund to support <br />the Juvenile Accountability Incentive Block Grant (JAIBG) Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $46,452 in Federal <br />funds to provide this program locally. <br /> <br />· The Juvenile Accountability Incentive Block Grant Program allows the Community <br />Criminal Justice Board to identify and fund services for serious violent juvenile offenders <br />in Portsmouth. A model program was developed for youth aged 10-14 and a graduated <br />sanction workshop was held this past year. <br /> <br />Financial Impact: <br /> <br />· There is a $5,161 local match required for this grant. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Robinett, to transfer $51,613 <br />from the Grants Contingency Account to support the Juvenile Accountability Incentive <br />Block Grant (JAIBG) Program, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 224 - Adoption of a motion to transfer $514,915 from the Grants Contingency <br />Account to support the Community Corrections and Pretrial Services Program. <br /> <br />This program provides a comprehensive array of intermediate sanctions as <br />alternatives to incarceration in the City Jail. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $514,915 from the Grants Contingency Fund to <br />support the Community Corrections and Pretrial Services Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $514,915 in State <br />general funds to provide this program locally. <br /> <br />· The Community Corrections Program provides a comprehensive array of <br />intermediate sanctions as alternatives to incarceration in the City Jail. Services include: <br />probation supervision, community service work, restitution, substance abuse <br />assessment, testing and treatment, anger management, domestic violence intervention, <br />and other services as requested by the Courts. Pretrial Services provides supervised <br />released services to non-violent offenders and the indigent. <br /> <br /> <br />
