REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the use permit by the City Council." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />01 - 221 - Adoption of a motion to transfer $65,000 from the Grants Contingency <br />Account to fund a mentoring program awarded to the City for youth that are involved in <br />the Juvenile Justice System. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $65,000 from the Grants Contingency Account to <br />fund a mentoring program awarded to the City for youth that are involved in the Juvenile <br />Justice System. <br /> <br />Purpose and Need: <br /> <br />· This mentoring program addresses several of the risk factors identified in the City of <br />Portsmouth Comprehensive Prevention Plan including family history of high-risk <br />behaviors in non-traditional households. <br /> <br />· The mentoring program will touch upon the four areas of a child's environment that <br />includes community, family, school, and individual/peer. This will be achieved by <br />promoting a strong bond between youth and pro-social adults, development of positive <br />social orientation, and the development of healthy beliefs and community standards. <br /> <br />· Mentoring is one of the five promises of the national America's Promise initiative <br />which Portsmouth committed to as a City of Promise. <br /> <br />Financial Impact: <br /> <br />· This is a reimbursable grant with match to be provided through in-kind services. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to transfer $65,000 from the <br />Grants Contingency Account to fund a mentoring program awarded to the City for youth <br />that are involved in the Juvenile Justice System, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 222 - Adoption of a motion to transfer $147,572 from the Grants Contingency <br />Account for fire protection services. <br /> <br />These funds will be used for firefighter safety by updating protective clothing, <br />purchasing fire fighting equipment and the training of fire fighters. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $147,572 from the Grants Contingency Account for <br />Fire Protection Services. <br /> <br />Purpose and Need: <br /> <br />· The City has received the Fiscal Year 2001 Fire Program Funds allocation from the <br />Virginia Department of Fire Programs. <br /> <br />· This allocation will be used for firefighter safety by updating protective clothing, <br />purchasing fire fighting equipment and the training of firefighters. <br /> <br /> <br />
