August 10. 1976 <br /> <br /> 76-340 The <br /> "H~rewith is <br /> This list is <br /> <br /> Total Belinquent Taxes <br />office: <br /> $515,390.30 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopte~, <br />and by the following vote: <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE HIGHEST BID FOR THE <br /> ~PDRCHASE OF CITY-OWNED PROPERTY AT 824-826 COUNTY STREET. <br /> WHEREAS, by resolution adopted July 13, 1976, the City Manager was authorized to advertisle <br />the sale of certain surplus City property at 824-826 County Street and to receive bids there~ <br />for; and <br /> WHEREAS, Charles Jenkins was the highest bidder for said property in their amount of <br />One Thousand and OO/100 ($10OO.00) Dollars; and <br /> ICHEREAS, said bid is considered an adequate price for the purchase of the property. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to accept the highest bid for the <br />purchase of City property at 824-826 County Street. <br /> BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute and deliver <br /> to the highest bidder such documents as may be necessary to complete this transaction." <br /> <br /> Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 76-335 - "Consideration of a motion authorizing award of low bid to Atlantic Utilities <br /> and Lone Star Industries for construction and reinforcing pipe for drainage improvements to <br /> Pinehurst." <br /> <br /> Motion of Mr. OaSt~and seconded by Mr. Barnes, to award contracts to Atlantic Utilities <br /> Ani:the amount of $8,9S4.90 and Lone Star Industries in the amount of $2,260.76, <br /> A~rm3~-s~doF~t~by unanimous vote. <br /> <br /> 76-$54 The following letter relative to the feasibility of the City considering <br /> biannual budgets in~eu of annual line item budgets was present~.by:the City Manager: <br /> "The Municipal Finance Commission, at its meeting held July 8, 1976, discussed in general <br /> terms the proposal for a ~iennial City budget versus an annual budget. As the matter had not <br /> been officially referred to the Commission, it was addressed only as an item of discussion. <br /> I feel that the alternative of budgeting on a biennial basis should be explored more fully; <br /> and it is my recommendation that the City Council refer this matter to the Municipal Finance <br /> Commission for consideration as to its feasibility and petential impact." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Oast, the matter to be referred to the Municipal <br /> Finance Commission for study and recommendation, was adopted by Bnanimous vote. <br /> 76-$35 - "Consideration of a motion authorizing the City Manager to award low bid from <br /> Roof Enginmering Corporation for renovations to the2~Am Avenue Neighborhood Facility." <br /> Motion of Mr. Barnes and seconded by Mr. Early, to award contract to Roof Engineering <br /> Corporation, being low bidder in the amount of $11,662, was adopted by unanimous vote. <br /> <br /> NEW BUSINESS <br /> <br /> following letter from the City Treasurer was presented: <br /> list of Delinquent Real Estate Taxes for the FisFal Year 1975-76. <br /> furnished in accordance with the City Code. <br /> <br /> July 22, i976, date of the cut off for collections in this <br /> <br /> The original of this list has been transmitted to Mr. E. K. Rabey,III, Delinquent Tax <br />Collector." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, to be referred to the Delinquent Tax <br />Collector and copies be placed in each library, was adopted by unanimous vote. <br /> <br /> 76-341 Motion of Mr. Wentz and seconded by Mr. Barnes, to go into the election of <br />members to the following Boards and Commissions, was adopted by unanimous vote~ <br /> <br />Mr. WeCtz nominated the following: <br /> <br />Mental Health/Mental Retardation Services Board <br /> <br /> C. Paul Hanbury, replacing John F. Morris, to be appointed for an unexpired term, <br />expiring December 31, 1976. <br /> <br /> Municipal Finance Commission <br /> <br /> Russell F. Gallette, replacing George F. <br />expiring July 1, 1980. <br /> <br />Davis, <br /> <br />to be appointed <br /> <br />for an unexpired term, <br /> <br /> <br />
