September 14, 1976 <br /> <br />in the one year Capital Improvements Program. Included in this appropriation is $20,000 for <br />repair and upgrading of parking areas in and around fire stations and the installation of die~.. <br />fuel tanks. $10,000 of the contingencies was previously allocated in an earlier ordinance to <br />provide the additional funding required for the mezzanine at the public library. Other pro- <br />jects to be funded from this contingency fund in£1ude; neighborhood facility play area improve <br />ments, office space for the City Garage, modification of the Public Works field office, and <br />various other projects as outlined in the Capital Improvements Program previously approved by <br />you. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $107,320 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />CONTINGENCIES AND PUBLIC SAFETY." <br /> <br /> 76-371 "Consideration of an ordinance on first reading to appropriate $160,000 from the <br />Capital Improvement Fund for the construction of the library mezzanine in the Central Library <br />located on Court Street. <br /> <br /> This appropriation will provide the necessary funds for the construction, contingencies, <br />and architectural fees in connection with the proposed addition to the mezzanine in the Ports- <br />mouth Public Library. The Capital Improvements Program had estimated the cost to be $150,000. <br />This appropriation for $160,000 will require $10,000 of the contingencies to be allocated to <br />this project. The ori$inal estimate in the 1975-76 Capital Improvement Program was realistic; <br />but, due to the delay ~n finalizing design and the project bid, inflation has caused the <br />estimate to be $t0,000 low. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $160,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />CONSTRUCTION OF THE LIBRARY MEZZANINE IN THE CENTRAL LIBRARY LOCATED ON COURT <br />STREET." <br /> <br /> 76-372 - "ConsideratiOn of an ordinance on first reading to appropriate.S150,000 from the <br />General Revenue Sharing Trust Fund in the categories of Capital Improvements and Public Librar- <br />ies. <br /> <br /> This appropriation will furnish the $150,000 previously earmarked in,the Capital Improve- <br />ments Program to the Capital Improvements Fund for the cOst of construction of the mezzanine <br />of the Portsmouth Public Library. This is a companion ordinance, to the above ordinance pro- <br />viding the funds from the General Revenue Sharing Trust Fund to the Capital Improvements Fund. <br />The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $150,000 FROM THE GENERAL REVENUE SHARING TRUST <br />FUND IN THE CATEGORY OF CAPITAL IMPROVEMENTS AND PUBLIC LIBRARIES." <br /> <br /> 76-373 "Consideration of an ordinance on first reading to appropriate $36,000 from the <br />Capital Improvements Fund for the installation of wetted baffles in the City incinerator. <br /> <br /> This appropriation will provide the necessary funds for the baffles required in the City <br />incinerator in order to bring the incinerator in conformance with the Air Quality Permit. The <br />City Council has'previously authorized funds for design and purchase of the baffles. You were <br />informed at that time that an additional appropriation would be needed upon receipt of the <br />drawings and bids had been completed for the installation of the subject baffles. The City <br />Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $36,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />INSTALLATION OF WETTED BAFFLES IN THE CITY INCINERATOR." <br /> <br /> 76-374 - "Consideration of an ordinance on first reading to,appropriate $18,453 from the <br />Federal Grants Fund for the Status Offender Program within the Juvenile Court Services Unit. <br /> <br /> This appropriation will provide the funds within the Juvenile Court Sezvices Unit for <br />staff assistance to divert status offenders from the juvenile justice system. Of the total <br />appropriation, $17,531 represents State funding and $922 represents the required local cash <br />match. A summary outlining the purpose, evaluation and fiscal obligations as well as a budget <br />summary is attached for your information. The City Manager recommends adoption on first read- <br />ing.'' <br /> <br /> On mo~ion of Mr. Wentz and seconded by Mr. Elliott, the foltowihg ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $18,4~ FROM THE FEDERAL GRANTS FUND FOR A STATUS' <br /> OFFENDER PROGRAM WITHIN THE JUVENILE COURT SERVICES UNIT." <br /> <br /> <br />
