F. <br />Magann Corp., in the amoun~ of $2,057,000, being lowest responsible bidder, was adopted by <br />unanimous vote. <br /> <br /> 76-367 "Consideration of an ordinance on first reading to appropriate $294,500 from the <br />Capital Improvements Fund for the purchase of air rights and purchase fee simple title for cer~ <br />rain parcels required for construction of the North Marina. <br /> <br /> The original estimate included in the Crawford Harbor Waterfront Development Project in- <br />cluded $800,000 for the purchase of land and air rights in conjunction with development of the <br />project. Previous appropriations in the amount of $472,455 have been made for the purchase <br />of the 7 acre tract north of the Citizens Trust Building. This appropriation will provide the <br />additional funds to purchase small parcels necessary to construct the North Marina, as well as <br />title and interest in and to the air rights over the Citizens Trust Parking Lot. The total <br />appropriation for the two acquisitions does not exceed the original estimate of $800,000. <br />Additionally, the owner of the Citizens Trust Parking Lot will purchase from the Authority <br />upon completion of the contract ~11,850 worth of land reducing the G.O. commitment to $282,650 <br />The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $294,500 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE OF AIR RIGHTS AND PURCHASE OF FEE SIMPL£ TITLE FOR CERTAIN PARCELS <br />REQUIRED FOR THE CONSTRUCTION OF THE NORTH MARINA." <br /> <br /> 76-368 "Consideration of an ordinance on first reading to <br />Capital Improvements Fund for drainage and street demolition in <br />Project. <br /> <br />appropriate $306,800 from the <br />the Mount Hermon Urban Renewal <br /> <br /> This appropriation~will provide $300,000 for internal drainage improvements previously <br />committed to in the original agreement for the Mount Hermon Redevelopment Project. Also there <br />is $6,800 in this appropriation for demolition and removal of various streets within the pro- <br />ject which were also part of the original commitment. The $300,000 in this appropriation to- <br />gether with $555,000 of Community Development funds brings the total appropriation ~o $850,000 <br />The total cost of the project is ~971,000 of which an additional $120,000 will be allocated <br />from the third year Community Development Program. HERMON URBAN RENEWAL PROJECT." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, that the contrac~be awarded to Virginia <br />Precast Corporation in the amount of $151,680.60 and Empire Sales, Inc. in the amount of <br />$79,116, for the box culvert and reinforced concrete pipe~ Vico Construc~ion~C~rp. i~ the amou~ <br />~f $563;53'3 for construction, being the low~s~ responsible bidders, was adopted by 6~1 (Wentz~ <br />abstaining) vote~ <br /> 76-369 "Consideration of an ordinance on first reading to appropriate $95,000 from the <br />Capital Improvments F~nd for construction and development of Churchland Park - Phase I. <br /> <br /> This ordinance appropriates the $95,000 scheduled in the Capital Improvements Program for <br />1976-77 to complete the required funding of Phase I of Churchland Park. This appropriation <br />brings the total appropriated funds for Churchland Park to $370,000, of which~$150,0D0 are <br />Federal funds and $60,000 are State funds. As ~ouncil was previously informed, if the State <br />authorized funds for Churchland Park then the local share would be reduced by that amount. A <br />letter from the Commonwealth of Virginia, Commission on Outdoor Recreation is attached out- <br />lining their commitment of $70,000. Therefore, the City funds allocated in previous appropria- <br />tions would be reduced by $60,000.
