43 <br /> <br />September 14, 1976 <br /> <br /> 76-585 - "Consideration of a resolution authorizing the City Manager and the City Clerk <br />to sign an agreement with the Virginia Department of Highways and Transportation to permit <br />the City to install a culgert across Harbor Drive." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolutiQn was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY .~JINAGER AND THE CITY CLERK TO SIGN AN AGREE- <br />MENT BETWEEN THE CITY AND THE VIRGINIA DEPAR~{ENT OF HIGHWAYS AND TRANSPORTATION <br />TO ENABLE THE CITY TO INSTALL A ? FOOT BY 6 FOOT REINFORCED CONCRETE BOX CULVERT <br />ACROSS HARBOR DRIVE, IBiqEDIATELY SOUTH OF THE LONDON BOULEVARD OVERPASS. <br /> <br /> WHEREAS, the City is constructing offsite drainage to serve Mr. Hermon Redevelopment <br />Project; and <br /> <br /> WHEREAS, it is necessary that the offsite drainage cross under Harbor Drive to reach <br />an outfalt; and <br /> <br /> WHEREAS, the Virginia Department of Highways and Transportation has requested the City <br />to enter into an agreement providing for such construction and making certain assurances. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that <br />the City Manager and the City Clerk are authorized to enter into an agreement with the Virgini <br /> Department of Highways and Transportation for the purpose of installing a 7 foot by 6 foot <br /> reinforced concrete'box culvert across Harbor Drive, a distance of approximately fifty~fiYe <br /> (55) feet, immediately south of the London Boulevard overpass." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None. <br /> <br />76-384 - "Consideration of a motion authorizing the City Manager to transfer $20,000 from the <br />Contingencies (Emergency) in the Non-Departmental Budget Category to the City Garage Fund <br />for purchase of equipment. <br /> <br /> In order to initiate a bulk refuse system projected savings in the Operating Budget for <br />the outlined action $20,000 from the contingencies is required for the initial purchase to <br />meet the cash outlay requirement. This proposal is estimated to reduce cost at an estimated <br />annual savings of $77,000 and the reduction of personnel through attrition of 10 to 12 posi- <br />tions. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Early and seconded by Mr. Wentz, that authorization be granted as requested <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br /> 76-385 - John F. Bailey, Jr., 203 Dixie Avenue, spoke regarding letter to the City Manage <br />with reference to a traffic ticket. <br /> <br /> 76-386 - Motion by Mr. Wentz and seconded by Mr. Barnes, to go into election of member <br />to the following Board/Commission, was adopted by unanimous vote. <br /> <br />Mr. Wentz nominated the following: <br /> <br />Supplemental Retirement Board <br /> <br /> Richard F. Wood, Jr. to be re-elected for a term of four years, expiring October 1, 1980: <br />also to be appointed as Chairman of the SCpplmental Retirement Board. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, to close nominations, Mr. Wood was r¢~ele <br />to the Supplemental Retirement Board as a member and Chairman, was adopted by unanimous vote. <br /> <br />On motion adjourned. <br /> <br />APPROV~~ <br /> ~ Mayo[ ~ <br /> <br />City Clerk <br /> <br />ed <br /> <br /> <br />
