October 12, 1976 <br /> <br />At a regular meeting of the City Council held on October 12, 1976, there were present: <br /> <br />Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., James W. Holley, <br />Edward L. Oast, Jr., Robert W. Wentz, Jr., R. T. WilliAms, City Manager,' Gordon <br />B. Tayloe, Jr., City Attorney. <br /> <br />Absent: Richard J. Davis <br /> <br />Pice Mayor Wentz presided in the absence of Mayor Davis. <br /> <br /> Rev. Thomas R. Dunkum, Pastor, Asbury United Methodist Church, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Wentz welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, minutes of the called meeting of <br />September 28, 1976 and minutes of the regular meeting of September 28, 1976, to be approved as <br />received, was adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS - <br /> <br /> 76-388 - The following ordinance approved on first reading at the regular meeting of <br />September 28, 1976, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />SURVEYING, ENGINEERING AND COSTS RELATED TO OBTAINING ARMY CORPS OF ENGINEERING <br />PERMIT FOR CITY OF PORTSMOUTH'S FIVE YEAR DRAINAGE PROGRAM." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the 6rdinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 76-389 The following ordinance approved on first reading at the regular meeting of <br />September 28, 1976, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $143,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING AND DESIGN COSTS OF VARIOUS DRAINAGE AND STREET ~MPROVEMENTS <br />PROJECTS AND FOR THE CONSTRUCTION OF STORM DRAINS FOR THE NEW DENTAL CLINIC." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Barnes, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 76-390 The following ordinance approved on first reading at the regular meeting of <br />September 28, 1976, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $143,000 FROM~THE GENERAL REVENUE SHARING TRUST <br />FUND IN THE CATEGORY OF CAPITAL EXPENDITURES-DRAINAGE AND STREET IMPROVEMENTS." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 76-391 The fo.llowing ordinance approved on first reading at the regular meeting of <br />September 28, 1976, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,500 FROM THE GENERAL FUND FOR THE PUR£HASE <br />OF EQUIPMENT AND SALARIES FOR THE COMMONWEALTH ATTORNEY'S OFFICE FOR INVESTI- <br />GATION AND PROSECUTION OF WELFARE FRAUD CASES." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 76-392 The following ordinance approved on first reading at the regular meeting of <br />September 28, 1976, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $275,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />IMPROVEMENTS TO THE WATER AND WASTE WATER DISTRIBUTION SYSTEMS." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes~ Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> <br />
