<br />At a regular meeting of the City Council held on October 12, 1976, there were present:
<br />
<br />Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., James W. Holley,
<br />Edward L. Oast, Jr., Robert W. Wentz, Jr., R. T. WilliAms, City Manager,' Gordon
<br />B. Tayloe, Jr., City Attorney.

<br />Absent: Richard J. Davis
<br />
<br />Pice Mayor Wentz presided in the absence of Mayor Davis.
<br />
<br /> Rev. Thomas R. Dunkum, Pastor, Asbury United Methodist Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Vice Mayor Wentz welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Elliott, minutes of the called meeting of
<br />September 28, 1976 and minutes of the regular meeting of September 28, 1976, to be approved as
<br />received, was adopted by unanimous vote.

<br /> 76-388 - The following ordinance approved on first reading at the regular meeting of
<br />September 28, 1976, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />SURVEYING, ENGINEERING AND COSTS RELATED TO OBTAINING ARMY CORPS OF ENGINEERING
<br />PERMIT FOR CITY OF PORTSMOUTH'S FIVE YEAR DRAINAGE PROGRAM."
<br />
<br /> On motion of Mr. Oast and seconded by Mr. Elliott, the 6rdinance was adopted, and by
