<br />At a regular meeting of the City Council, held on November 23, 1976, there were present:
<br />
<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />James W. Holley, Edward L. Oast, Jr., R. T. Williams, City Manager, Gordon B.
<br />Tayloe, Jr., City Attorney.
<br />
<br /> Absent: Robert W. Wentz, Jr.
<br />
<br /> Dr. L. Wilbury Kersey, Pastor of Court Street Baptist Church, opened the meeting with
<br />p~ayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Oast and seconded by Mr. Elliott, minutes of the called meeting of November
<br /> 9, 1976; minutes of the regular meeting of November 9, 1976, to be approved as received, was
<br />adopted by unanimous vote.
<br />
<br /> 76-493 - Mayor Davis presented the "Key to the City" to Miss Barbara Kersey, "1977 Ports-
<br />mouth Area Junior Miss".
<br />
<br /> 76-494 - Mayor Davis presented a Certificate of Appreciation to Mrs. Martha Glover,
<br />commending her for services rendered while serving on the Library Board.
<br />
<br />76-495 Public Hearing Proposed Charter Amendment
<br />
<br />No one spoke for or against.
<br />
<br /> Motion of Mr. Oast and seconded by
<br />December 14, 1976, and the City Manager
<br />adopted by unanimous vote.
<br />

<br /> 76-475 The following ordinance approved on first reading at the regular meeting of
<br />November 9, 1976, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $151,588 FROM TH£ MENTAL HEALTH FUND FOR THE
<br />CONTINUATION OF THE PORTSMOUTH DRUG FREE CENTER."
<br />
<br /> On motion of Mr. Oast and seconded by Mr.-Elliott, the ordinance was adopted, and by the
<br />following vote:
<br />

<br />Nays: None
<br />
<br />The following reports from the City Manager were presented:
<br />
<br /> 76-497 - "Consideration of an ordinance amending Section 29-31 and 33 of the City Code
<br />pertaining to sale of unclaimed property in custody of the Police Department.
<br />
<br /> This amendment removes from the ordinance specified dates that lists of unclaimed propert
<br />will be forwarded to the City Manager for approval; and, reduces the minimum t±me in custody
<br />from 3 months to 60 days. This ordinance will establish the requirement that ~he Chief of the
<br />Police Department will forward to the City Manager a certified report of each sales result
<br />within 10 working days of the advertised sale date. The City Manager recommends adoption."

<br /> On motion of Mr. Oast and secnnded by Mr. Holley, the following ordinance was adopted
<br />on first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />BY ADDING SECTIONS 29-31 and 29-33 PERTAINING TO UNCLAIMED PROPERTY
<br />OF POLICE DEPARTMENT."

<br /> 76-498 - "Consideration of an ordinance to amend the Code of the City of Portsmouth,
<br />Virginia, Section 23-477, pertaining to proration of automobile license tax.
<br />
<br /> This amendment changes the current City ordinance by setting forth Section 23~477 ~n the
<br />proration of automobile license taxes on a monthly basis. In other words, the annual tieense
<br />tax=paid shatl~oe~'equal~to 1/12th of the annual license tax multiplied by the number of months
<br />remaining in the particular license year. The City Manager recommends adoption."
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted
<br />on first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />BY AMENDING SECTION 23-477, THEREOF, PERTAINING TO PRORATION OF AUTOMOBILE
<br />LICENSE TAX."
