Davis, Jack P~ Bar~es', A~hi~iElliot~James W. <br />Oast, Jr., Robert W. Wentz, Jr., R. ~. Williams, City Manager, <br />Jr., City ~ttorney. <br /> <br />Holley, Edward L. <br />Gordon B. Tayloe, <br /> <br />Absent: E. Saunders Early, Jr. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> Rev. Junius H. Mason, Pastor of St. James Episcopal Church, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Elliott, minutes <br />11, 1977; minutes of the regular meetingTof January 11, 1977, <br />adopted by unanimous vote. <br /> <br />of the called meeting of January <br />to be approved as received, was <br /> <br /> 77-23 Mr. Frank Cadlaon, Chairman of "Voice of Democracy", Post 993, Veterans of <br />Foreign Wars, presented Mayor Davis with citiation in appreciation and recognition of valuable <br />cooperation and assistance rendered in behalf of the Voice of Democracy Broadcast Scripwriting <br />Program. <br /> <br /> Miss Charlene Gayle Montague, Senior at Woodrow Wilson High School, 2nd place winner <br />the "Voice of Democracy" competition of the Second District, sponsored by the Veterans of <br />Foreign Wars, was presented by Mr. Frank Cadlaon. Miss Montague gave her presentation on <br />"What America Means to Me". <br /> <br />in <br /> <br /> 77-23(a) Mayor Davis recognized Boy Scouts Troop #135 and Scoutmaster Samuel Riddick, <br />who were in attendance, and working on their merit badge "Citizenship in the Community" <br />Councilman Holley is the Merit Badge Advisor for the TrooF. <br /> <br />Councilman E. Saunders Ear]y, Jr. entered the Council Chamber at 7:40 p.m. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 76-510 (c) - The following Zoning Amendment Ordinance, deferred from regular meeting of <br />January 11, 1977, was presented: <br /> <br />Z 76-25 <br /> <br />Petition of Harvey & Elizabeth Kneas, George H. Rose and Woodrow 8 Ruth E. <br />Smith. <br /> <br /> City Manager stated that an additional study was required and requested that this matter <br />be ~eferred to the second regular meeting in February (February 22nd). <br /> <br /> Motion of Mr. Elliott and seconded by Mr. Early, that the matter to be deferred as re- <br />quested, was adopted by unanimous vote. <br /> <br /> The City Clerk was instructed to advise each person, for and against, (those at Planning <br />Commission meeting also), of the deferment. <br /> <br />The following reports from the City Manager were presented: <br /> <br /> vv-24 "Consideration of an ordinance on first reading <br />Community Development Fund for those activities outlined in <br />Development Program. <br /> <br />to appropriate $4,070,000 from th~ <br />the approval FY-77 Community <br /> <br /> This appropriation will provide the funds for the execution of the third year Community <br />Development Program for Fiscal Year 1977. Included in this appropriation are funds for South~ <br />side, Park View, Mount Hermon, and Effingham. Also, included are funds for public improvements <br />human services, planning for under-developed properties, and the local matchinl share for the <br />EDA Program. Included for your information ~s a copy of the approved cate~gories for funding. <br />The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Etliott and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,070,000 FROM THE COMMUNITY DEVELOPMENT FUND <br />FOR THOSE ACTIVITIES OUTLINED IN THE APPROVED F.Y. 7? COMMUNITY DEVELOPMENT <br />PROGraM." <br /> <br /> 77-25 "Consideration of an ordinance to amend the City Code pertaining to motor vehicle <br />tire treads. <br /> <br /> This ordinance parallels State law pertaining to the minimum requirements for tires of <br />motor vehicles. By adopting this ordinance fines paid by violators will be paid to the City <br />instead of the State. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 23-39S THEREOF, PERTAINING TO MOTOR VEHICLE TIRE TREADS." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, 0ast, Wentz, Davis <br />Nays: None <br /> <br /> <br />
