Tayloe, Jr., City Attqrney. <br /> <br />Mayor Davis welcomed all visitors in attendance~ <br /> <br /> 77-37 Public Hearing on rezoning applications, a Use Permit application and other <br />matters pertaining to zoing existing plots and powers of the Board of Zoning Appeals: <br /> <br />(a) Zoning Petition Z 77-1 - Petition of Joe A. and Toby ZoFreedman <br /> and James S. and Susan K. Eilberg, Owners. <br /> <br /> Marc Jacobson, Attorney, spoke for the petitioner. <br /> <br /> Charles E. Russell, Chairman of Chas. E. Russell Associates, <br />petition. <br /> <br />spoke against the <br /> <br />Jack Laskin~ Owner of Laskin Foods Inc., spoke against the petition. <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, to concur in the recommendation <br />the Planning Commission, the petition was denied, and by the following vote: <br /> <br /> Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: Barnes <br /> <br />of <br /> <br />(b) Zoning Petition Z 77-2 - Petition of the Portsmouth Redevelopment and Housing <br /> Authority. <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and.the following vote: <br /> "ZONING ~ENDMENT ORDINANCE Z 77-2" <br /> Ayes: Barnes, Early~ Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br />(c) Zoning Petition Z 77-3 - Petition of the United Virginia Bank/Seaboard National. <br /> <br />on <br /> <br /> Benjamin J.
