130 <br /> <br />February 8, 1977 <br /> <br />At a regular meeting of the City Council, held on February 8, 1977, there were present: <br /> <br />Jack P Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., James W. Holley, <br />Edward L. Oast, Jr., Robert W. Wentz, Jr., R. T. Williams, City Manager, Gordon B. <br />Tayloe, Jr., City Attorney. <br /> <br />Absent: Richard J. Davis <br /> <br />Vice Mayor Wentz presided in the absence of Mayor Davis. <br />Vice Mayor Wentz welcomed all visitors in attendance. <br /> <br /> Rev. Warren A. Page, Pastor of Emanuel A.M.E. Church, opened the meeting With prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Holley, m~nutes of the called meeting of January <br />24, 1977; minutes of the regular meeting of January 25, 1977, to be approved as received, was <br />adopted by unanimous vote. <br /> <br /> 77-39 - Vice Mayor Wentz presented the following resolution honoring the late Margaret <br />Louise C. Brown: <br /> <br /> "WHEREAS, on the seventeenth day of December, 1976, death brought to a close the active <br />life of Margaret Louise C. Brown; and <br /> <br /> WHEREAS, she served in the Portsmouth Public School System for the past twenty-six years <br />as a Teacher. In addition she served as a member of the Mental Health and Mental Retardation <br />Services Board for three years, giving-~enerously of her time and efforts unselfishly in all <br />deliberations; and <br /> <br /> WHEREAS, throughout her long years of service, she has performed her duties with the utmc <br />efficiency and dependability, contributing much to the advancement of quality education and <br />further, rendered great service to this City; and <br /> <br /> WHEREAS, the community has suffered a great loss in the passing of Margaret Louise C. <br />and has joined with her friends and associates in mourning her death, and in recognizing the <br />worth of her accomplishments. <br /> <br /> NOW, Th~REFORE, BE IT RESOLVED that this resolution be spread upon the minutes of City <br />Cbuncil and there being no survivors of her family, a copy be presented to Warren A. Page, <br />Minister of Emanuel A.M.E. Church, of which she was an active member, and be displayed in an <br />appropriate place." <br /> <br />77-40 - Certificate of Appreciation - William Beard unable to be present. <br /> <br /> 77-41 - Vice Mayor Wentz presented proclamation J. A. Cales, Jr., Commonwealth Attorney, <br />in recognition of Victim/Witness Rights Week. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 77-24 The following ordinance approved on First reading at the regular meeting of <br />January 25, 1977, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,070,000 FROM THE COMMUNITY DEVELOPMENT FUND <br />FOR THOSE ACTIVITIES OUTLINED IN THE APPROVED F.Y.77 COMMUNITY DEVELOPMENT <br />PROGRAM." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 77-42 "Consideration of an ordinance on first reading to appropriate $9.600 from the <br />Capital Improvements Fund for the extension of sanitary sewers on Glasgow Street. <br /> <br /> This appropriation wi.ll provide the necessary funds to extend sanitary sewers on <br />Glasgow Street to property ~or commercial development in the Nor~hside Redevelopment Project. <br />The total cost of:thig n~0ject is $9,528. The City Manager recommends approval on first <br />reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous votel <br /> <br /> ~'AN ORDINANCE TO APPROPRIA-T~ ~9,.6~..8~g0M~TR~CAPITAL IMPR~VEMBN~ FUND FOR T~E <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to award the contract to A. $.
