<br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager
<br />is authorized to sign on behalf of the City of Portsmouth and the City Clerk is authorized
<br />to attest such signature upon a Development Agreement and other legal documents pertinent
<br />to the Radnor/Barge Proposal."

<br /> On motion of Mr. Elliott and seconded by Mr. ~arly, the following resolution was adopted,
<br />~ad by the following vote:

<br />"A RESOLUTION APPROVING AMENDMENT NO. 9 TO THE REDEVELOPMENT PLAN FOR THE
<br />CRAWFORD URBAN RENEWAL PROJECT, VA. R-S3.
<br />
<br /> WHEREAS, this Council by resolution adopted August 1, 1967 approved a Redevelopment
<br />Plan for the Crawford Urban Renewai Project, Va. R-SS, Portsmouth, Virginia, which has been
<br />amended from time to time; and
<br />
<br /> WHEREAS, there was presented to this body for consideration and approval a copy of an
<br />amended Redevelopment Plan for the project area, dated September, 1976, which plan consists
<br />of a plat entitled "Site Plan - 1985, Waterfront Deyelopment, Portsmouth, Virginia"; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has made detailed studies
<br />of the amendment to the Crawford Urban Renewal Project, Va. R-55 and has resolved that this
<br />action is viable and in the best interests of the renewal effort; and
<br />
<br /> WHEREAS, said Amendment No. 9 has been carefully reviewed and said Redevelopment Plan
<br />conforms to the general plan fOr the development of the City of Portsmouth as a whole; and
<br />
<br /> WHEREAS, in the judgment of this CoUncil it is in the interest of the City and its inhab5
<br />tants that said amendment be approved.

<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Amendment No. 9 to the Redevelopment Plan for the Crawford Urban Renewal Project
<br />Va. R-53 having been duly reviewed and considered, it is hereby found:
<br />
<br />a. That the objectives of the Crawford Urban Renewal Project, Va. R-53 Portsmouth,
<br /> Virginia can be better achieved by the adoption.of said Amendment.
<br />
<br />b. That Amendment No. 9 for the project area conforms to the general plan for the
<br /> City of Portsmouth as a whole.
<br />
<br />c. That Amendment No. 9 will afford maximum opportunity, consistent with the needs
<br /> of the City as a whole.
<br />
<br /> 2. That Amendment No. 9 to the Crawford Redevelopment Plan for the Crawford Urban Renewa
<br />Project, Va. R-SS having been duly reviewed and considered is hereby approved and the City
<br />Clerk is hereby directed go file a copy of said amendment with the minutes of this meeting."

<br /> 77-66 - "Consideration of a resolution expressing the objections of the City Council
<br />to the petition of the Southern Railroad, Norfolk & Western Railway, and Norfolk~Franklin
<br />& Danville Railroad for an increase in freight rates on various types of aggregate including
<br />sand, crushed stone and gravel.
<br />
<br /> A public hearing has been ~cheduled for February 23, 1977 before the Southern Railroad
<br />Association in Atlanta on the request by these carriers for the increased rate. In our
<br />opinion, the escalation of freight rates from $1.45 to $2.42 or a 67% increase in 5 years is
<br />not reasonable. The current projected increase from $2.42 to $3.08 would represent an addi-
<br />t'ional 27%, in addition to a 4% increase auth~Z]e~?b~i~$tate Corporation Commission. The
<br />total overall increase if this is approved will amount to approximately 98% since 1972. The
<br />City Manager recommends adoption."

<br /> VIRGINIA, TO THE<PETITION OF SOUTHERN RAILROAD~ SEABOARD COASTLINE RAILROAD,
<br /> NORFOLK ~ND WESTERN RAILWAY AND NORFOLK-FRANKLIN AND DANVILLE RAILROAD FOR AN
<br /> INCREASE IN FREIGHT RATES ON VARIOUS TYPES OF AGGREGATE INCLUDING SAND, CRUSHED
<br /> STONE AND GRAVEL.
