Z 3.8 <br /> <br />February 22~ 1977 <br /> <br /> 77-37 - The following ordinance approved on first reading at the Public Hearing meeting <br />of February 7, 1977, was taken up and read: <br /> <br />(k) "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br /> REPEALING SECTION 4~-210(c)(3a) PERTAINING TO THE EXTRACTION OF RAW MATERIALS." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Early, Elliott, Oast, Davis <br />Nays: None <br /> <br /> 77-42 - The following ordinance approved on,first reading at the regular meeting of <br />February 8, 1977, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $9,600 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />EXTENSION OF SANITARY SEWERS ON GLASGOW STREET." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Elliott, Oast, Davis <br />Nays: None <br /> <br /> 77-43- The following ordinance approved on first <br />February 8, 1977, was taken up and read~ <br /> <br />reading at the regular meeting of <br /> <br />"AN ORDINANCE TO APPROPRIATE~$40,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />PURCHASE OF EMERGENCY MEDICAL SERVICE EQUIPMENT." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Elliott, Oast, Davis <br />Nays: None <br /> <br /> 77-44 The following ordinance approved on first reading at the regular meeting of <br />February 8, 1977, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 20-81(a) THEREOF, PERTAINING TO DETECTIVE AGENCIES AND WATCHMEN." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Oast, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Elliott, Oast, Davis <br />Nays: None <br /> <br /> 77-54 The following ordinance approved on first reading at the regular meeting of <br />February 8, 1977, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $17,467 FROM THE GENERAL FUND IN ORDER TO <br />ESTABLISH FIFTY EMERGENCY PUBLIC SERVICE EMPLOYMENT JOBS WITHIN THERE <br />CITY AGENCIES FOR THREE WEEKS." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Early, Blliott, Oast, Davis <br />Nays: None <br /> <br />76-510 (c) Z 76-25 <br /> <br />Petition of Harvey ~ Elizabeth Kneas, George H. <br />& Ruth E. Smith, deferred from regular meeting <br />1977. <br /> <br />Rose and Woodrow <br />of January 25, <br /> <br />The following report presented by the City Manager: <br /> <br /> "As you will recall I requested that City Council defer action on zoning petition <br />Z 76-25 until its chief advocate, Mr. Woodrow Smith, had been afforded an opportunity to cor- <br />rect s~me of the more substantial objections raised by the area residents and the Planning <br />Commission. Chief among these objections was the question of access to the proposed property <br />from Mayflower Road. It was the contention of the residents and Planning Commission that suc~ <br />access would be detrimental to the remaining residential property. <br /> <br /> I requested that Mr. Smith investigafe the possibility of obtaining an easement through <br />the property of the adjacent shopping center and land owners which would afford him ingress <br />and egress other than Mayflower Road. I advised Mr. Smith that if the above concept could <br />materialize that I would reconsider my negative recommendation on his petition. <br /> <br /> It has come to may attention that Mr. Smith was unable to obtain the required easements. <br />Therefore, it is my recommendation that the petition be denied, which concurs with the recom- <br />mendation of the Planning Commission. Mr. Smith has been advised of this action and may be <br />present at your forthcoming council meeting to either withdraw his application or to seek a <br />reversal of the Planning Commission as well as my own recommendation. <br /> <br /> Copies of the Planning Commision's agenda and staff comments pertinent to this item are <br />included for your revmew." <br /> <br /> <br />
