155 <br /> <br />March 22~ 1977 <br /> <br /> 77-89 "Consideration of an ordinance on first reading to appropriate $271,966 from <br />the Anti-recession FiscAl Assistance fund for emergency medical services contract for the <br />City of Portsmouth. <br /> <br /> This appropriation will provide the necessary funds for the contract to provide the <br />emergency medical services for the City of Portsmouth for the period May 1, 1977 through <br />April 30, 1978. The City advertised and received bids for the operation of the emergency <br />medical services utilizing City-owned equipment; and, this appropriation amount is equivalent <br />to the low bid. A letter from the Portsmouth Emergency Medical Services Advisory Commission <br />is attached for your information. The City Manager recommends adoption on first reading. <br /> <br /> Consideration of a motion authorizing the City Manager to award bid to the lowest <br />responsible bidder." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first readiFg, and by 6-1 (Abstaining-Oast) vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $271,966 FROM THE ANTI-RECESSIONARY FISCAL <br />ASSISTANCE FUND FOR THE EMERGENCY MEDICAL SERVICE CONTRACT FOR THE CITY <br />OF PORTSMOUTH." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to award contract to Portsmouth Genera] <br />Hospital, being lowest responsible bidder, was adopted by 6-1 {Abstaining-Oast)vote. <br /> <br /> 77-90 - "Consideration Of an ordinance on first reading to appropriate $445,568.16 in <br />the Capital Improvement Fund!for multi-purpose equipment. <br /> <br /> This is a companion ordinance that will establish the appropriation in the ~apital <br />Improvements Fuhd for the equipment requested in the Revenue Sharing Agenda Item #77-88. <br />The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $445,568,16 FROM THE CAPITAL IMPROVEMENT FUND <br />FOR MULTI-PURPOSE EQUIPMENT." <br /> <br /> 77-91 "Consideration of an ordinance on first reading to appropriate $51,500 in the <br />City Garage Fund for vehicle repairs, parts, tires, and die:se} .fuel, ~ .... <br /> <br /> Due to the increase in cost of repairs, repair parts, and diesel fuel an additional <br />allocation of funds is required in order to complete Fiscal Year 1976-77. The additional <br />tires are needed due to the increased requirement created in part by the initiation of the <br />City Safety Program; and, the inspection of City vehicles. The funds for this appropriation <br />will be provided from the Emergency Contingency Account in the General Fund. <br /> <br /> Consideration of a motion authorizing the City Manager to ~ransfer $517500 from the <br />Emergency Contingency Account in the General Fund to the City Garage Fund. There is a balance <br />of $213,000 in the Emergency Contingency Account at the present time. Upon completion of this <br />transfer a balance of $161,500 will remain. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seclonded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $51,500 FROM THE CITY GARAGE FUND FOR REPAIRS, <br />PARTS, TIRES AND DI~ESEL FUEL." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Barnes, that the City Manager be authorized to <br />transfer $51~500 from the Emergency Contingency Account to the General Fund to the City Garag~ <br />Fund, was adopted by unanimous vote. <br /> <br /> 77-92 r "Consideration of an ordinance on first reading to appropriate $10,044,061 <br />of discretionary funds into the Community Development Fund. <br /> <br /> The City of Portsmouth has applied for an~ received $10,044,061 in Community Development <br />Discretionary funds from the Department of Housing and Urban Develo~megt..~,The receipt of <br />these Federal funds will enable the City of Portsmouth and the Portsmouth Redevelopment and <br />Housing Authority to continue its program of redevelopment and conservation ~ithin the Park <br />View, Mt. Hermon, and Effingham Project areas. Because of the cessation of conventional urba~ <br />renewal funds in 1974, this grant will significantly assist in the completion of the above <br />named project plans. This appropriation represents 100% Federal funds. The City Manager re- <br />commends approval." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott. the' followin~ ordinance was a~roved <br />on first reading, and by u~animous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,044,061 INTO THE COMMUNITY DEVELOPMENT FUND." <br /> <br /> 77-93 - "Consideration of an ordinance to amend the City Code by amendine Section 33-56 <br />mertainine to off-site drainaee. <br /> <br /> This amendment modifies the existing ordinance in that all new development will be treat <br />on a similar basis except in residential areas. It will not allow any additional ditches or <br />any modifications to any existing ditches. The other sections of this ordinance that were pre <br />viously adopted will not be changed. The City Manager recommends adoption." <br /> <br /> <br />
