<br />that, Frank N. Bilisoly, James H. Griffin, James Choate, Harrison Miller, and L. A. Clark
<br />be appointed viewers to view the hereinafter described portion of such street and to report
<br />to this Council in writing whether in their opinion any, and if any, what inconvenience
<br />would result in vacating and closing the following:

<br /> All that certain piece, parnel of land or street lying and being
<br />in the City of Portsmouth known as Robin[.~H~ddAvenue located between the southern
<br />side of Adams Street and the mean low wa~er mark of the Western Branch of the
<br />EliZabeth River."

<br /> Construction Associates, Inc., and Melville, Inc., have made application to close a por-
<br />tion of Potomac Avenue. The City Planning Commission has approved the closing and thiS
<br />resolution appoints viewers pursuant to State law. The City Manager recommends addp~i~nm"

<br /> WHEREAS, Construction Associates, Inc. and Melville Corporation have made application
<br />to vacate and close, the hereinafter described portion of a certain street, and it appear-
<br />ing that notice of application and request for the~appointment of viewers was duly posted
<br />April 15, 1977 on the bulletin board of the Circuit Court of the City of Portsmouth, the-
<br />bulletin board of the City Hall Building of the City of Portsmouth and the bulletin board
<br />of the General District Court,-Civil Division, of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,

<br /> Realty and Investment Company, which plat is recorded in the Clerk's Office
<br />of the Circuit Court of the City of Chesapeake, Virginia, in Map Book 7, at
<br />pages 98, 99 and 100, with the area of said street to be closed being bounded
<br />l~n the north by the southern right of way of Columbia Street and on the South
<br />~(:~ghy the northern right of way of South Street."

<br /> 77-1~ - "Consideration of a reSolution authorizing the City Manager to convey'to the
<br />Portsmouth~Redevelopment and Housing Authority property~located at llM9 Hamilton Avenue.
<br />
<br /> This property has been declared surplus by the;City of Portsmouth. The Portsmouth
<br />Redevelopment and Housing Authority desires to purchase this property for the purpose of
<br />redevelopment. The property will be transferred in consideration of $5,500. The City Manager
<br />recommends adoption."

<br /> On motion of Mr. Early and seconded by Mr. Wentz, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO THE
<br />PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (1159 HAMILTON AVENUE, MOUNT
<br />HBRMON PROJECT, BLOCK 160, PARCEL 75).
<br />
<br /> WHEREAS, the City of Portsmouth owns a certain hereinafter described parcel of property
<br />which is no longer needed by the City of Portsmouth and is, hereby, declared to be surplus;
<br />and
<br />
<br /> WHEREAS, Portsmouth Redevelopment ~ Housing Authority desires to purchase the said
<br />property for the sum of Five Thousand, Five Hundred and 00/100 ($5,500.) Dollars; and
<br />
<br /> WHEREAS, ¢2~09(c) of the Charter of the City of Portsmouth provides that the City
<br />may convey property to the Commonwealth of Virginia or any political subdivision thereof,
<br />without advertisement and without receiving bids; and
<br />
<br /> WHEREAS, Portsmouth Redevelopment 6 Housing Authority is a political subdivision of
<br />the Commonwealth of Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to convey the following described
<br />property to Portsmouth Redevelopment and Housing Authority:
