Said parcel contains 4,724.11 <br />square feet. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized <br />to execute all deeds and docUments and complete all transactions incident to the conveyance <br />of this property." <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-139 - Motion of Mr. Oast and seconded by Mr. Wentz, to award contract to Aldo <br />tion Corporation, in the amount of $21,617, being lowest responsible bid:~far~theqpa~king lot <br />a=i~:h-m~Bffimgham Street Fire Station, was adopted by unanimous vote. <br /> <br /> 77-140 "Bids were recently received by the Department of Engineering and Technical <br />Services for Phase I of the Cradock Public Works Project. The bids received were consider- <br />ably higher than the City's consulting engineering:firm had estimated. As a result the <br />project was rebid with an amendment which lowered the original low bid from approximately <br />$668,000 to $654,000. Additional changes and negotiations with the low bidder lead to a <br />further reduction of $50,000 in construction cost and $54,000 in materials cost. The primary <br />change to the project resulting from the above sequence of egents, was the reduction of the <br />drainage system design criteria from a five year storm to that of a two year storm. This sti: <br />represents a substantial improvement in drainage capacity for the project area, and in the <br />opinion of the City Engineer, the two year storm criteria is satisfactory. <br /> <br /> As a result of the delay encountered due to the higher than anticipated bids, the <br />Economic Development Administration granted the City a five day extension of the required <br />ninety day implementation period. With the extension, the City now has until Tuesday, May <br />9, 1977, to begin work within the project area. Therefore, it is respectfully recommended <br />that City Council award lowest responsible bids to: <br /> <br />1) Central Builders (Installation)~ <br />2) Empire Sales, Inc. (Concrete pipe) <br />5) Kaiser AluminUm (AlUminum pipe) <br />4~ Armco Steel (ABS Truss Pipe) <br /> <br />$654,000.00 <br />130,000.00 <br />13,700.00 <br />1,860.00 <br /> <br />Total $779.550.00 <br /> <br /> Some of the above prices may be further reduced due tO the design changes previously <br />mentioned. However, these changes can be handled easily through Change ~orders and will not <br />be affected by the bid amunts listed above. Sufficient funds for the award of the above <br />contracts have been previously appropriated." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Elliott, to award contracts to lowest responsibl, <br />bidders, as stated above, and was adopted by unanimous ~ote. <br /> <br /> 77-141 - On motion of Mr. Wentz and seconded by Mr. Oust, that the Quarterly Financial <br />Report for the quarter ending March 31, 1977, in accordance with the City Code, to be re- <br />ceived as information, was adopted by unanimous vote. <br /> <br /> 77-142 - On motion of Mr. Wentz and seconded by Mr. Early, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION CHANGING THE LOCATION OF THE MAY 10, 1977 REGULAR SCHEDULED <br />COUNCIL MEETING FROM THE COUNCIL CHAMBERS OF THE MUNICIPAL BUILDING TO <br />T. A. WILLETT AUDITORIUM AT WOODROW WILSON HIGH SCHOOL FOR A PUBLIC HEARING <br />ON THE PROPOSED 1977-78 ANNUAL BUDGET, COMMENCING AT 7:50 P. M., EASTERN <br />DAYLIGHT TIME. <br /> <br /> WHEREAS, it is the sense of the Council that the public should be provided with <br />a place to assemble of sufficient size to permit the exchange of views on the proposed <br />1977-78 annual budget. <br /> <br /> NO~, THEREFORE, BE IT RESOLVED by the Council of the. City of Portsmouth, Virginia, <br />that the location of the regular scheduled Council Meeting of May 10, 1977 be changed from <br />the Council Chambers of the Municipal Building to T. A. Willett Auditorium at W~odrow Wilson <br />High School fora public hearing on the proposed 1977-78 annual'budget, commencing at 7:30 <br />P.
