186 <br /> <br />May 10: 1977 <br /> <br /> 77-158 - "Consideration of an ordinance on first reading to appropriate $850,000 from <br />the Capital Improvements Fund for progress payments on the City's commitmeht to construction <br />costs for the new Western Freeway Bridge. <br /> <br /> This appropriation includes $600,000 of General Obligation Bond funding and $250,000 from <br />unallocated bond proceeds. The major portion of this appropriation represents the City's 15% <br />share of costs incurred to-date on construction of the new bridge. The new water main which I <br />the City requested be installed under the new bridge is being billed to the Public Utility <br />Fund at 100% local cost with a 10% administration and inspection fee charged by the State. <br />The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance:was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $850,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />PROGRESS PAYMENTS TOWARDS THE CITY'S COMMITMENT TO CONSTRUCTION COSTS FOR THE <br />WESTERN FREEWAY BRIDGE." <br /> <br /> 77-i59 - "Consideration of an ordinance to amend Section 23~36 of the City Code pertain- <br />ing to drivers obeying signs. <br /> <br /> This ordinance will clarify what signs citizens must obey. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 23-86 THEREOF, PERTAINING TO DRIVERS OBEYING SIGNS." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-160 ~ "Consideration of a resolution approving the development plan and committing <br />funds sufficient to acquire the U.S. Coast Guard Base in fee simple. <br /> <br /> Under the Federal regulations for disposal of surplus government property, the City is <br />required to submit a development plan for the use and procurement of the real property in <br />which we have interest. Also where payment to the government is required under the statute, <br />the City must include a statement that funds are available; and if not, the assurance that ~ <br />the requirement to obtain funds can be met for the pUrchase of the surplus property. The <br />City Manager recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION APPROVING THE DEVELOPMENT PLAN AND COb~ITTING TO APPROPRIATE <br /> FUNDS NECESSARY TO ACQUIRE, AT FAIR MARKET VALUE, THE COAST GUARD BUOY BASE <br /> AT FIRST AND RANDOLPH STREETS IN FEE SIMPLE. <br /> <br /> WHEREAS, the U. S. Coast Guard BR6y Base at First and Randolph Streets has been determim <br />to be government surplus property and is available for disposal by the General Services <br />Administration; and <br /> <br /> WHEREAS, this City, in order to increase its tax base, has steadfastly pursued the ac- <br />quisition of said Coast Guard Base for a deep water industrial site; and <br /> <br /> WHEREAS, to accomplish this, large sums of money have been expended planning and develop <br />the adjacent areas as a support for a deep water industrial site; and <br /> <br /> WHBRBAS, in addition, this City in such adjacent areas in conjunction with the City of <br /> Norfolk, has been successful in securing the designation for economic develqpment from the <br />U. S. Department of Commerce. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />it approves the development plan and commits to paying sufficient funds to acquire, at fair rna <br />value, the Coast Guard Bouy Base at First and Randolph Streets in Fee Simple. <br /> <br /> BE IT FURTHER RESOLVED that procedures have commenced to amend the zoning map of the <br />City of Portsmouth, Virginia, to change the zoning of said U. S. Coast Guard Base from U.
