The rates for personal property and machinery and tools will not be changed; and, <br />will remain $4.00 and $1.50 per $100 of assessed value respectively. This ordinance will aisc <br />establish a rate at a maximum of $3.25 per $100 of valuation as a reciprocal on public service <br />corporations that are not appraised at 100% market value. The City Manager recommends adop- <br />tion on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE IMPOStNG AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, <br />1977, AND ENDING JUNE 50, 1978, AND ALSO FOR EACH AND EVERY FISCAL YEAR THERE- <br />AFTER JULY 1 AND ENDING JUNE 30 OF EACH SUCH YEAR, UNLESS OTHERWISE CHANGED <br />BY COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY AND TOOLS <br />WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE FOR <br />THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE SCHOOLS AND TO PAY <br />PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." <br /> <br /> 77-151 - "Consideration of an ordinance to amend Section 38-77(b) of the City Code <br />establishing charges for treatment of sewage by the City at 52¢ per 100 cubic feet of <br />consumption. <br /> <br /> This ordinance amends the charge for sewage treatment for those areas (within the <br />City of Portsmouth) which are served by the City of Portsmouth by increasing the fee <br />from 45¢ per 100 cubic feet to 52¢ per 100 cubic feet of consumption. The sections of <br />the City currently served by the Hampton Roads Sanitation District and other Tidewater <br />cities which are served by the District are currently paying 52¢ per 100 cubic feet. <br />This amendment will establish the same rate for sewage treatment City-wide. The City <br />Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Oast and secOnded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY,-~::!~'~: : <br />~-.AMEgD~NG'S~G~t. ON 38-77(b), PERTAINING TO CHARGES FOR TREATMENT OF SEWAGE." <br /> <br /> 77-152 - "Consideration of an ordinance on first reading to appropriate $1,590,000 from <br />the General Revenue Sharing T~ust Fund for support of governmental operations, equipment, <br />and debt service. <br /> <br /> This appropriation includes the $890,000 for operations and the $75,000 for equipment <br />which have been utilized in the Operating Budgets in previous years. There is included in <br />this appropriation $125,000 of estimated interest to be earned on the Revenue Sharing <br />entitlements during the fiscal year. In lieu of appropriating interest as earned and in <br />order to facilitate the requirements for a public hearing on the use of Revenue Sharing, <br />this item has been included as part of the Operating Budget for 1977-78. This ordinance <br />includes the recommended increase in the utilization of Revenue Sharing funds in the amount <br />$500,000, for each of the next three years. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was <br />approved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,590,000 FROM THE GENERAL REVENUE SHARING <br />TRUST FUND FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS, PURCHASE OF EQUIPMENT <br />AND DEBT SERVICE." <br /> <br /> 77-153 "Consideration of an ordinance on first reading to appropriate $160,000 from <br />the Anti-recession Fiscal Assistance Fund for support of governmental operations for 1977-78. <br /> <br /> An estimated amount of $160,000 will be received in accordance with Title II of the <br />currentlocat Public Works Act. The Gity Manager recommends adoption on ~ir§t reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approve <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $160,000 FROM THE ANTI-RECESSION FISCAL ASSISTANCE <br />FUND FOR SUPPORT OF GOVERNMENTAL OPERATIONS FOR FISCAL YEAR 1977-78." <br /> <br /> 77-154 "Consideration of an ordinance on first reading to appropriate funds necessary <br />for the operation of the City Government for Fiscal Year 1977-78. <br /> <br />This ordinance will provide the appropriations necessary for the following funds: <br /> <br />(a) General Fund $54,261,593 <br />(b) City Garage Fund 1,769,185 <br />(c) Debt Service Fund 6,833,448 <br />(d) Public Utility F~nd 8,179,800 <br />(e) Mental Health Fund 910,562 <br />(f) Law Library Fund 14,235 <br />(g) Virginia Public Assistance Fund 4,788,580 <br />(h) Port Facilities & Economic <br /> Development Fund 783,730 <br /> <br />The City Manager recommends adoption on first reading." <br /> <br /> <br />
