<br />At a regular meeting of the City Council, held on May 10, 1977, there were present:

<br />meeting with prayer, followed by the Pledge of Allegiance~ to the Flag.

<br />and General Revenue Sharing Funds was held:

<br /> Leslie L. Fry, Jr., Chairman, Portsmouth School Board, spoke regarding school budget
<br />rise in cost of schools and decline in enrollment of pupils.
<br />
<br />Councilman~Hotley arr~¥ed_~t th~ meeting at 7:45 p.m.
<br />
<br /> Dr. M. E. Alford, Supt. of Schools, spoke commending the City Manager and his staff on
<br />the School Board's request and answered questions regarding school enrollment.
<br />
<br /> J. L. Seaborn, 221 Tareyton Lane, spoke on regarding raise in real estate assessment.
<br /> A. E. Cadreau, 304 Sarazen Drive, spoke/real estate asse-ssment and tax rate.
<br /> Jan B. Faircloth, 505 Washington Street, President of Portsmouth Education Association,
<br />spoke regarding increase in salary for teachers.and city employees.
<br /> Hugh Chedester, Health, Welfare ~ Recreation Planning Council, stated that due to an
<br />oversight on his part, did not request appropriate amount ~o be included in the budget for
<br />1977-78 for RSVProgramzand requested that the correct figure of $4,282 be included next year,
<br />and budget be amended as such.
<br /> Thomas J. Worrelt, 319 Idlewood Avenue, spoke regarding salaries in the city - teachers
<br />and city employees.
<br /> Nancy Jo Miller, 4213 Heather Road, representing Chu~chland High School students against
<br />free textbooks.
<br /> Mrs. Doris Bookman, 416 Bertha Lane, representing Parents of Portsmouth and PTA Manor
<br />High School, spoke in favor of free textbooks, especially through grades 9-12.
<br /> Mrs. Sylvia A. Wallace, 313 Maryland Avenue, representing Harry A. Hunt PTA, spoke in
<br />favor of school budget arJfree ~extbooks, and ~atisfied with accomplishments of the City
<br />Council.

<br />UNFINISHED BUSINESS
<br />
<br /> 77-106(e) On motion of Mr. Wentz and seconded by Mr. Early, the ~ollowing resolution
<br />approved on first reading at the ~egu~4r meeting of?~Ap~it.26, 1977, was adopted, and by the
<br />following vote:
<br />
<br />"A RESOLUTION GRANTING A USE PERMIT TO ROBERT ANDERSON TO OPERATE A
<br />JUNKYARD AT ?00 YORKTO~ AVENUE.
<br />
<br /> WHEREAS, Robert Anderson made an application pursuant to Section 40-69(b) of the Code
<br />of the City of Portsmouth, 1973, for the granting of a use permit as hereinafter described;
<br />and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things required to
<br />be done in connection with said application; and
<br />
<br />WHEREAS, the Planning Commission has recommended the granting of said use permit.
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />1. That the use for which the use permit hereinafter described is sought;
<br />
<br /> (a) Will not adversely affect the health and safety of persons residing or
<br /> working in the neighborhood of the proposed use;
<br />
<br /> (b) Will not be detrimental to the public use or injurious to property or
<br /> improvements in the neighborhood; and
<br />
<br /> (c) Will be in accord with the purposes of the Zoning Chapter of the City Code.
<br />
<br /> 2. Robert Anderson is hereby granted a use permit pursuant to Section 40-69(b) of
<br />the City Code to operate a junkYard on the property described as follows:
