<br />77-192 - Mrs. G. A. Wermick, 3503 South Street, spoke and presented the following letter:

<br /> "I want this letter read bY the City Clerk and incorporated in the minutes of the May 31
<br />regular Council meeting.
<br />
<br />I may not be "Joe Doaks", but I do object to double standards and preferential treatment.
<br />
<br /> I, too, have been before the Equalization Board six times and before the City Council
<br />and the Citizens Advisory Committee; and because you have not incorporated a land use clause
<br />in your assessment procedures, you leave the small taxpayer at a disadvantage.
<br />
<br /> If we in the R60A can be assessed on potential and not as residences, then I have to agre,
<br />with Mr. Wallace--that Elizabeth Manor Country Club should be, too.
<br />
<br /> With Mr. Wallace's appraisal of $1,411,000, and with 500 members paying $420 memberships,
<br />this makes an increase of $36.60 per member, or $456.60 a membership. As Mr. Ottavio put it,
<br />I, too, cannot afford $500 a year in real estate tax; and if you will get me that doctor to
<br />buy my house for $45,000, I will sell. I, too, am an asset to the City; I pay more than my
<br />equal share.
<br />
<br /> In 1971 this Council took me and other City taxpayers to court to retrieve a $16.86 re-
<br />duction on my home, not land, that I was being erroneously taxed for footage and specification~
<br />on my data sheet. I have never been reimbursed the overcharges. I do not know of any existin
<br />record of Elizabeth Manor being subpoenaed.
<br />
<br /> If the law states that "all property shall be taxed and shall be uniform upon the same
<br />class," then apply that law and take Elizabeth Manor Country Club to court or else assess all
<br />taxpayers on the same ba~is~ If potential cannot be applied at Elizabeth Manor, then it shoul
<br />not be applied at Westhaven."

<br /> Motion of Mr. Eltiott and seconded by Mr. Barnes, the matter to be~referred to the City
<br />Manager for recommendations to be furnished to Council, and was adopted by unanimous vote.
<br />
<br /> 77-193 - Vernon Lee Wilson, 514 Brunswick Road, Spoke regarding tennis courts at Manor
<br />High School, requesting screening around courts for privacy of residents adjacent to courts.
<br />
<br /> Motion of Mr. Oast and seconded by Mr. Barnes, that the City Manager to investigate to
<br />see if something feasible can be~worked out, and was adopted by unanimous vote.
<br />
<br /> 77-194 - Letters received from Doughtie's Foods, Inc., Laskin Foods, Inc., and Tidewater
<br />'~roduce Co., Inc. concerning food service for Portsmouth Public Schools were presented~
<br />(Letters were addressed to the Portsmouth School Board)
<br />
<br /> Motion of Mr. Wentz and

<br />Dr. Arthur A. Kirk to be reappointed for a term of two years, expiring June 1, 1979.

<br /> Motion of Mr. Holley and seconded by Mr. Elliott, to close nominations, and the above
<br />members were elected to the Board/Commission as designated, and was adopted by unanimous vote.
