<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION REQUESTING THE VIRGINIA DEPAR~4ENT OF HIGHWAYS AND TRANSPORTATION
<br />T~?~E*Frt6N~T~E~WESTERN FREEWAY FROM THE WESTERN FREEWAY BRIDGE TO STATE ROUTE
<br />13S AS A LIMITED ACCESS FACILITY WITH PRIORITY TO BE GIVEN TO THE CONSTRUCTION
<br />OF THAT PORTION OF THE WESTERN FREEWAY BETWEEN THE WESTERN FREEWAY BRIDGE AND
<br />CEDAR LANE.
<br />
<br /> WHEREAS, the Virginia Department of Highways and Transportation has requested that
<br />the City of Portsmouth concur in its position that the Western Freeway should be a limited
<br />access highway for the purpose of right of way design and acquisition; and
<br />
<br /> WHEREAS, a Six Hundred (600) acre tract of land adjacent to the Western Freeway
<br />between the Western Freeway Bridge and Cedar Lane has been proposed as the development
<br />site for the refinery project; and
<br />
<br /> WHEREAS, the proposed industrial development in this part of the City would greatly
<br />increase the traffic load on the present West Norfolk Road.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the Virginia Department of Highways and Transportation is requested to design the
<br />Western Freeway from the Western Freeway Bridge to State Route 135 as a limited access
<br />facility with priority to be given to the construction of that portion of the Western
<br />Freeway between the Western Freeway Bridge and Cedar Lane.
<br />
<br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, instructed to mail
<br />a certified copy of the foregoing resolution to the Director of the Virginia Department
<br />of Highways and Transportation."

<br /> 77-218 ~ "Consideration of a resolution authorizing the City Manager to sign a contract
<br />with the Virginia Electric and Power Company for the purchase of electricity and electric
<br />services for the~City of Portsmouth.
<br />
<br /> This contract was reahhed through a negotiated agreement for the purchase of electricity
<br />and electrical services for municipalities and agreement shall be for the period July 1, 1976
<br />to June SO, 1979, and represents a total increase over the 3 y~ar period of 15%, 10% of the
<br />1S% increase is for the current year retroactive to July 1, 1976. The City Manager recom-
<br />mends adoption."

<br /> On motion of Mr. Early and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:

<br />"A.RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN A CONTRACT WITH VIRGINIA
<br />ELECTRIC AND POWER COMPAN~ FOR THE PURCHASE OF ELECTRICITY AND ELECTRIC
<br />SERVICES FOR THE CITY OF PORTSMOUTH.
<br />
<br /> WHEREAg, the current contract between the City and Virginia Electric and Power Company
<br />for electricity and electric service has expired; and
<br />
<br /> WHEREAS, the terms of a new agreement with Virginia Electric and Power Company for
<br />the period of July 1, 1976 to June 30, 1979 have been negotiated as'set forth in the agreemenl
<br />for the purchase of electricity and electric services by municipalities and counties of
<br />the Commonwealth of Virginia dated April 29, 1977, and are hereby approved.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to sign a contract with Virginia
<br />Electric and Power Company for the purchase of electricity and electric services for the
<br />City of Portsmouth."

<br /> Motion of Mr. Barnes and seconded by Mr. ~olley, that Robert M. Reed, Richard R. Early,
<br />Clinton O. Crawford, Russell F. Gallette and Don Com~to be ~i~edas members of the
<br />Portsmouth Parking Authority, was adopted by unanimous vote.
<br />
<br /> Motion of Mr. Holley and weconded by Mr. Barnes, to close nominations, and the above
<br />individuals were elected to the Portsmouth Parking Authority, and by unanimous vo~e.
