June 14~ 1977 <br /> <br /> Ayes: Barnes, Barly, Holley, Wentz <br /> Nays: None <br /> <br /> 77-215 - "Consideration of a resolution appointing viewers for the c~osing of a 12' wide <br />alley extending southward from Portsmouth Boulevard. <br /> <br /> This resolution appoints viewers for the closing of a 12' wide alley extending south- <br />ward from Portsmouth Boulevard pursuant to State law in order for the viewers to make a <br />report back to City Council. The City Manager recommend~ adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted,~ <br />and by the following vote: <br /> <br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREET: A 12' WIDE <br /> ALLEY EXTENDING SOUTHWARD FROM PORTSMOUTH BOULEVARD. <br /> <br /> WHERHAS, Dail's, Inc. has made application to vacate and close the hereinafter described <br />portionsso~:fcertain streets, and it appearing that notice of application and request for <br />the appointment of viewers was duly posted April 19, 1977 on the bulletin board of the <br />Circuit Court of the City of Portsmouth, the bulletin board of the City Hall building <br />of the City of Portsmouth and the bulletin board of the General District Court, Civil Division <br />of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RHSOLVED by the Council of the City of Portsmouth, Virginia <br />that, Frank N. Bilisoly, Rev. J. R. Wilkerson, James Choate, L. A. Clark and Zalmon Blachman <br />be appointed viewers and Belvin Blachman be appointed an alternate viewer in the event <br />one of the preceding viewers fails to participate. Said viewers to view the hereinafter <br />described portion of such street and to report to this Council in writing whether in their <br />opinion any, and if any, what inconvenience would result in vacating and closing the following <br /> <br /> A 12' alley beginning 14~i~east of the southeast corner of Portsmouth Boule- <br /> vard and Mohawk Drive, said alley extending southward and perpendicular to <br /> Portsmouth Boulevard for a distance of 57', thence extending west and parallel <br /> to Portsmouth Boulevard for a distance of 75 feet." <br /> <br /> Ayes: Barnes, Early, Holley, Wentz <br /> Nays: None <br /> <br /> 77-216 - "Consideration of a resolution urging the Governor of Virginia and our repre- <br /> sentatives in the U. S. Congress to suppm~t efforts to extend the Federal and State aid for <br /> waste water treatment plant-planning, design and construction. <br /> <br /> The Congress of the United States enacted Public Law 92-500 in October of 1972 establ- <br /> ishing mandatory requirements under Section 208 of that Act for waste water treatment plants. <br /> The City of Portsmouth is currently in Phase II (final design and specifications) for our <br /> waste wate~ treatment plant at Pinners Point. This resolution urges support for the extension <br /> of Federal and State funding under the Federal Water Pollution and Control Amendments <br /> The City Manager recommends adoption." <br /> <br /> on motion of Mr. Harly and seconded by Mr. Holley, the following resolution was adopted, <br /> and by the following vote: <br /> <br /> "A RESOLUTION URGING THB GOVERNOR OF VIRGINIA AND THH REPRESBNTATIVES FROM VIRGINIA <br /> TO THH UNITED STATES CONGRHSS TO SUPPORT HFFORTS TO HX~TENNDNHDERAL AND STATH AID <br /> FOR WASTE WATHR TREATMENT, PLANNING, DESIGN AND CONSTRUCTION. <br /> <br /> WHERHAS, the Federal Water Pollution Control Act Amendments of 1972 (P.L. 92-500) <br /> provides for planning and construction of waste water treatment facilities; and <br /> WHEREAS, no funding is presently available to carry out the programs mandated by said <br /> act; and <br /> <br /> WHEREAS, the City of Portsmouth is involved in the planning, design and construction <br /> of the Pinners Point Treatment Plant mandated by said act. <br /> <br /> NOW, THEREFORE, BE IT R~SOLVED by the Council of the City of Portsmouth, Virginia, <br /> that the Governor of Virginia and the representatives from Virginia to the United States <br /> Congress be urged to support efforts to extend federal and state aid for waste water treatment <br /> planning, design and construction. <br /> <br /> BE IT FURTHER R~SOLVED that the City Clerk be, and she hereby is, directed to mail <br /> a certified copy of the foregoing resolution to the Governor of Virginia and members of <br /> the Virginia delegation to the United States Congress." <br /> <br /> Ayes:. Barnes, ~arly, Holley, Wentz <br /> Nays: None <br /> <br /> 77-217 - "Consideration of a resolution requesting that the Virginia Department of High~ <br /> ways and Transportation design the Western Freeway from the Western Freeway Bridge to State <br /> Route 135.~as a limited access road. <br /> <br /> This resolution is required by the Virginia Department of Highways and Transportation <br /> to implement preliminary design and right-of-way acquisitions. The City Manager recommends <br /> adoption." <br /> <br /> <br />
