215 <br /> <br />June ;8, 1977 <br /> <br />UNFINISHED BUSINESS - <br /> <br /> 77-198 - The following ordinance approved on first reading at the Public Hearing meeting <br />of June 13, 1977, was taken up and read: <br /> <br />(a) "'ZONING AMENDMENT ORDINANCE Z 77-16" <br /> <br /> On motion of Mr. Wantz and sec'onded by Mr. Early, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-223 Motion of Mr. Elliott and seconded by Mr. Barnes, to suspend the rules, was <br />adopted by unanimous vote. <br /> <br /> The following citizens spoke on matters related to capital improvements in the <br />Churchland-Twin Pines area: <br /> <br /> Nathan Thomas, 4116 Twin Pines Road, representing Churchland-Twin Pines Community <br />Civic League, spoke regarding sewerage~in the area. - - <br /> <br /> Mrs. Helen S. Homer Peterson, Jr., representing Portsmouth Assembly of God, spoke against the <br />petition and presented the following: <br /> <br /> "I, the undersigned resident of the City of Portsmouth, Virginia, by my signature <br />affixed hereto, do hereby protest the change in the zoning from R-60 to OR-75 for the pur- <br />pose of erecting an office-apartment building on the 3 acre tract on Elmhurst Lane for the <br />following reasons: <br /> <br /> We feel at this time, ti <br /> recreation area for the <br /> churches of the area fo~ <br /> 5.
