June 22,1999 <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $77,137 from the Grants Contingency Account to <br />fund the USDA Summer Food Program. <br /> <br />Purpose and Need: <br /> <br />· This program provides free, nutritious meals during the summer to youth who are <br />economically disadvantaged, while providing wholesome recreational, educational and <br />cultural programs. <br /> <br />· The program will serve breakfast and lunch to approximately 1,520 children at nine <br />locations. (See attachment). <br /> <br />Financial Impact: <br /> <br />· This is a reimbursable grant and there is no local match required. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the transfer of <br />$77,137 from the Grants Contingency Account to fund the USDA Summer Food <br />Program, and was adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />99 - 146 - Adoption of a motion to transfer $225,892 from the Grants Contingency <br />Account to support the Portsmouth Community Corrections Program. <br /> <br />The Community Correction Program provided alternatives to incarceration in the <br />city jail including probation, community services, restitution, substance abuse <br />testing, treatment, anger management and conflict resolution, financial <br />responsibility, educational services, and record check reports. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $225,892 from the Grants Contingency Account to <br />support the Portsmouth Community Corrections Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $225,892 in State <br />General Funds to provide this program locally. <br /> <br />· The Community Corrections Program provides a comprehensive array of alternative <br />sanctions to the local courts. These services are alternatives to incarceration in the city <br />jail. Services include: probation, community services, restitution, substance abuse <br />testing, treatment, anger management and conflict resolution, financial responsibility, <br />educational services, and record check reports. <br /> <br />· Community Corrections provided services to 464 new offenders between July 1, <br />1998 and May 31, 1999. <br /> <br />Financial Impact: <br /> <br />· There is no local match required. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the transfer of <br />$225,892 from the Grant Contingency Account to support the Portsmouth Community <br />Corrections Program, and was adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br /> <br />
