June 22,1999 <br /> <br /> WHEREAS, to avoid possible confusion with a private business, Hampton Roads <br />Transportation, Inc., both the Tidewater Transportation District Commission and the <br />Peninsula Transportation District Commission have approved a change to the definitive <br />agreement of merger permitting the use of the name Transportation District of Hampton <br />Roads and Transportation District Commission of Hampton Roads, rather than <br />Hampton Roads Transportation District and Hampton Roads Transportation District <br />Commission. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute <br />on behalf of the City of Portsmouth, Virginia, the Definitive Agreement, as amended by <br />this resolution." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />99 - 144 - Adoption of a motion for authorization to exceed the 25% limit of the <br />construction contract with Asphalt Roads and Materials Company, Inc. to perform <br />additional work on the North Truxtun Improvements, Phase IV. The anticipated cost for <br />the additional work is $185,000. <br /> <br />Due to the receipt of favorable bids, the scope of the original project and the <br />further enhancement of the neighborhood will be expanded without exceeding <br />the appropriate funding. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion for authorization to exceed the 25% limit of the construction <br />contract with Asphalt Foods and Materials Company, Inc. to perform additional work on <br />the North Truxtun Improvements Phase IV. The anticipated cost for the additional work <br />is $185,000. <br /> <br />Purpose and Need: <br /> <br />· The fourth phase of North Truxtun Improvements was bid on March 18, 1999 and <br />awarded to Asphalt Roads and Materials Company, Inc. The streets to be improved are <br />shown on the attached map (Attachment A). The objective of this phase is to upgrade <br />the water service, drainage and road conditions of these streets in the middle of the <br />neighborhood. <br /> <br />· The proposed additions to the project are also shown on the attached map. Also <br />included, but not shown on the map, is the piping of two ditches running between <br />residential properties. <br /> <br />· Due to the receipt of favorable bids we have the ability to expand the scope of the <br />original project and further enhance the condition of the neighborhood without <br />exceeding the appropriated funding. The cost breakdown is outlined in Attachment B. <br /> <br />Financial Impact: <br /> <br />· The total anticipated cost for this project is outlined in Attachment C. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Robinett, to adopt the <br />authorization to exceed the 25% limit of the construction contract with Asphalt Roads <br />and Materials Company, Inc., and was adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />99 - 145 - Adoption of a motion to transfer 477,137 from the Grants Contingency <br />Account to fund the USDA Summer Food Program upon award. <br /> <br />An estimated 1,520 meals per day (breakfasts and lunches) will be served at <br />nine sites throughout the city from June 28 - August 12, 1999 for youths in Iow- <br />income communities. No local funds are required. <br /> <br /> <br />
