June 22,1999 <br /> <br /> (g) Any tires removed from vehicles shall be stored under weather <br />protected conditions or re-install on the vehicle within a week. Unusable tires shall be <br />disposed in accordance with the State and Federal regulations. Tires shall not be <br />stored on site for more than eight weeks. <br /> <br /> (h) All vehicles before being offered for salvage shall be placed on <br /> elevated stands to keep vehicles off the ground and shall be arranged in lines and <br />aisles as to offer a neat and orderly appearance. <br /> <br /> (i) A combination of shrubs, deciduous and evergreen (medium and <br />large) trees shall be planted and maintained along the public right-of-way and along the <br />southern property line to provide adequate buffer and screening, in accordance with <br />Exhibit C, attached hereto and made a part hereof. <br /> <br /> (J) <br />Exhibits A and C. <br /> <br />The facility shall be fenced with an 8' high fence as shown on <br /> <br /> (k) The operator of the facility shall continue to protect the required <br />Chesapeake Bay buffer strip to be established along Paradise Creek as per the <br />Landscape Screening Exhibit C. <br /> <br /> (I) All storm water run-off collection features and best management <br />practice storage facilities shall be approved by the Director of Public Works during the <br />site plan review process prior to construction. The operator of the facility shall monitor <br />and maintain the storm water system so as to protect against the spread of <br />contaminants. The storm water facilities shall be available for routine monitoring by <br />city staff as they may request. <br /> <br />(m) No open burning of any kind shall be conducted at the facility. <br /> <br />(n) No vegetation shall be permitted to grow in the vehicle storage <br /> <br />area. <br /> <br /> (o) No vehicle shall remain on site longer than eight weeks. <br />All crushing of vehicles and noise relating to such operation shall be in compliance with <br />the City's Noise Ordinance. Crushing of vehicles shall be conducted between the <br />hours of 8 A.M. to 5 P.M. Monday through Friday. Crushing of vehicles on Saturday <br />shall be permitted only when inclement weather has prevented such activity during the <br />preceding week and shall be conducted only between the hours of 10 A.M to 4 P.M. <br /> <br /> (p) Any revisions to the site plan, landscaping plan or elevations made <br />through the use permit application process, including any changes by City Council, <br />must be re-submitted to the Department of Community Quality and Planning Services <br />for consistency review prior to issuance of building permits. <br /> <br /> (q) The facility shall be developed and operated in accordance with all <br />local, state and federal laws and requirements, and all required permits and licenses <br />shall be obtained and maintained in effect. <br /> <br /> (r) All taxes, in connection with the property and the proposed <br />operation shall be paid when due. <br /> <br /> (s) The City may inspect the facility at any time to ensure all <br />conditions are being met. <br /> <br /> 4. REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the use permit by the City Council." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br /> <br />
