<br />under Special Projects of Title VI of the comprehensive Employment and Training Act. The
<br />respective projects will (ii hire 27 persons under the direction of the Department of Publi~
<br />Works to relay brick sidewalks and realign curbing in the Olde Towne Historic District; (2)
<br />emply 5 persons through the Department of Parks and Recreation to repair and improve the condi-
<br />tmon of Frank D. Lawrence Stadium; (3) hire l0 persons under the supervision of the Department
<br />of Parks and Recreation to clean up vacant lots mn connection with a "Keep America Beautiful
<br />Program'? and, as an auxiliary project, to upgrade existing recreation facilities; and (4)
<br />employ 3 people through the Portsmouth School Board to clean and wash the fleet of City school
<br />buses. The four programs each will operate for 12 months and will provide jobs for low-income.

<br />to establish a Major Offender Program within the Office of the Commonwealth's

<br /> This appropriation will provide the necessary funds to establish a Major Offender Program
<br />within the Commonwealth Attorney's Office. The objective of the program is to effectively
<br />pursue the prosecution of major or career criminals. The Program will reduce pre-trial, trial
<br />and sentencing delays, limit plea bargaining, reduce witness absenteeism, and improve Police
<br />and Commonwealth Attorney communicatia~s. Of the total appropriation, $129,729 represents
<br />Federal funding from the Law Enforcement Assistance Administration while $14,414 represents
<br />the required local cash match. The local match has been included in the FY 1977 Operating
<br />Budget. The City Manager recommends adoption on first reading."

<br />Grants Fund to establish an Integrated C~iminal
<br />Police Department.

<br />Apprehension Program within the Portsmouth
<br />
<br /> This appropriation will provide the necessary funds to establish an Integrated Criminal
<br />Apprehension Program (ICAP). The objectives of this program to achieve a more productive
<br />use of present resources, to increase patrol effectiveness through timely crime analysis,
<br />to provide field personnel with information on habitual offenders, and expand the role of patrc
<br />officers in preliminary investigatians. Funds for this project are being provided by the Law
<br />Enforcement Assistance Administration in the amount of $181,297. The City of Portsmouth will
<br />provide $20,144 in local cash match. The City Manager recommends adoption on first reading."

<br />Capital Improvements Fund for replacement and repair of sidewalks, curbs and gutters throughou~
<br />the City.
<br />
<br /> This appropriation will provide the necessary funds to purchase supplies, equipment, and
<br />materials required to replace and repair sidewalks, curbs and gutters within the City. Public
<br />Works currently has one crew under the CETA Program that is being used on a "hot spot" basis
<br />to repair sidewalks, curbs and gutters. Under the new CETA, Title VI, allocation; seven addi-
<br />tional positions will be created in order to establish three crews on a program basis to re-
<br />place sidewalks, curbs and gutters; utilizing the Capital Improvements fund for materials, and
<br />supplies. The f~nds included in this appropriation were approved as par'~ c~f the 1976-7-
<br />Capit~l Works Program. The Cit~ Manager recommends adoption on first reading.
