<br />Mayor Davis opened the meeting with the following remarks:
<br />
<br /> "Ladies and Gentlemen= if I may Olease have your attention, we will be~in the oublic
<br />hearing. As you know, this hearin~ has been called tonight for the nuroose of orovidin~
<br />interested individuals with the onoortunitv to exoress their views re~ardin~ nrooosed Amend-
<br />ment Number 9 to the Redevelonment Plan for the Crawford Urban Renewal Pro~ect. Followin~ a
<br />oractice which has been in effect for ~ui~e some time, tonight's hearing brings together
<br />members ~fthe City Council, the City Planning Commission, and the Board of Commissioners of
<br />the Portsmouth Redevelopment and Housing Authority. This combined approach permits these
<br />three representative bodies to hear together comments from all parties.
<br />
<br /> We are always pleased to meet in this manner in order to discuss matters which are
<br />extremely important to our City. At this time, I would like to call upon Mrs. Zelma,Rivin,
<br />Chairperson of the City Planning Commission for any comments that she would like to make,
<br />after which Dr. Pat Barham, Chairman of the Portsmouth Redevelopment and Housing Authority,
<br />will outline the proposal before us this evening."

<br />Mrs. Zelma Rivin, Chairperson, Planning Commission, presented the following:
<br />
<br /> "I suspect that the Planning Commission has a dual role. First of all, you as well as
<br />the citizens, would probably like to know that our staff has worked with the Authority in
<br />developing this amendment; and secondly, the Commission itself is mandated by the Legislature
<br />and acts as.a sort of the over-the~shoulder looker at the events that transpire between city
<br />government and Portsmouth and any Redevelopment and Housing Authority.
<br />
<br /> So, we are fulfilling that mandate tonight. Our procedure will be then: to listen to
<br />the comments of the citizens and the staff; to study the amendment in'detail (we have received
<br />it as it is finalized now by PRHA); to ask questions and consider all of this data so that
<br />on August 2 at our next scheduled meeting we can vote what we hope will be in a rationa~ way
<br />in the best interest of the City.
<br />
<br /> Dr. E. A. Barham, Jr., Chairman, Portsmouth Redevelopment & Housing Authority presented
<br />the following:
<br />
<br /> "The primary purpose of Amendment No.9 to the Redevelopment Plan for the Crawford Project
<br />is to update the Crawford Urban Renewal Plan narrative and related plan exhibits (Land Use and
<br />Boundary Acquisition maps) to. bring these documents in line with the Crawford Harbor Plan and
<br />the W-1 zoning for this area which was updated some time ago. In this regard, the waterfront
<br />area between Crawford Street and the~Elizabeth River has been designated as District A (to co-
<br />incide with the W-1 zoning for this area), and the remaining sectian of the Crawford Urban
<br />Renewal Project between Court and Crawford Streets has been designated as District B to reflecl
<br />the C-3 zoning in this section. In addition, the plan narrative has been adjusted significant~
<br />ly to reflect the revised uses described in detail below and to eliminate lengthy and duplicat~
<br />references to city code requirements and controls that are clearly outlined in appropriate
<br />city code documents. Specifically, the land use adjustments propose~to be effected by Amend-
<br />ment No.9 are as follows:

<br />
<br />The Boundary and Acquisition exhibit is being amended to reflect the proposed acquisition
<br />of a portion of the Federal Building's surface parking lot which will be needed to enable
<br />the City to undertake the construction of a parking facility as required to support new
<br />development on the waterfront. Accordingly, the proposed land use designation for this
<br />area is being revised from "Public" to "Public Facilities and Open SF~ee~.
