<br />At a regular meeting of the City Council held on August 23, 1977, there were present:
<br />
<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., R. T. Williams,
<br />City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> Mayor Davis opened the meeting with prayer, followed by the Pledge of Allegiance to
<br />the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Barnes, minutes of the Public Hearing meeting
<br />August 8, t977, the called meeting of August 9, 1977 and regular meeting of August 9, 1977,
<br />to be approved as received, was adopted by unanimous vote.

<br /> 77-315 Richard F. Wood, Sr., General Chairman, Eastern Amateur Golf Committee, was
<br />present and on behalf of the Committee expressed their appreciation to the City in helping
<br />to make the Eastern Amateur Golf ToErnament of the Elizabeth Manor Golf and Country Club an
<br />outstanding success. Mr. Wood introduced Mr. Don Vel Greco, Pres'ident of Elizabeth Manor
<br />Golf and Country Club, and he presented the following:
<br />
<br /> "The Board of Directors, and members of Elizabeth Manor Golf and Country Club and the
<br />Eastern Amateur Golf Committees, want to express the depth of their gratitude and appreciation
<br />to the City Manager of Portsmouth and the members of City Council in the recent emergency
<br />which would have ended a 20 year record of Championship play in our city.
<br />
<br /> tt seems that the signal given here alerted the entire community to our need and brought
<br />us an amazing response from every official involved, as well as every citizen interest in
<br />the continuing success of our annual effort to provide the best young amateur golfers in the
<br />country, and abroad, the best test of their talent.
<br />
<br /> Over the years the Eastern Amateur Tournament has fielded many of today's amateur and
<br />professional champions. They come from every where, and, we hope, have provided one of the
<br />many All-America qualities our City enjoys. This year's tournament was one of our best and
<br />the exposure given Sleepy Hole Course during the Tournament will certainly establish its
<br />reputation throughout the country as a championship course.
<br />
<br /> To thank everyone in this letter would be an ~mpossible task, but we do wish to express
<br />our appreciation to the following: City Manager Robert T. Williams; James Greiner, Director
<br />of Parks and Recreation; Cary Warren, Assistant Director of Parks and Recreation; Thomas Eaton
<br />Supervisor of Parks and Recreation; John Doss, Green Superintendent of Sleepy Hole, and his
<br />entire staff; Harry Kelly, Golf Professional of Sleepy Hole, and his staff; Ellis Hilton,
<br />Director of Public Works; Henry Hassell, who assisted in Communications; the Portsmouth Police
<br />Department; the Park Rangers and Boy Scout Troops 219 and 253 of Portsmouth and Troops 215
<br />and 135 of our sister city Chesapeake, under the capable leadership of Scoutmaster Gary L.
<br />Pope, Jr.
<br />
<br /> It was an all out effort it was a great success, and we are indeed grateful to all of
<br />yOU."
<br />
<br /> 77-316 - James C. Greiner, Director of Parks and Recreation, presented the Finalist
<br />National Gold Medal Award received by the Parks and Recreation Department for excellence in
<br />the field of Park and Recreation Management. The award to be place in the Council Chamber.
