On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved on
first reading, and by unanimous vote:

"AN ORDINANCE TO APPROPRIATE $230,000 FROM THE C~PITAL IMPROVEMENT FUND FOR
UPGP~ADING RECREATIONAL FACILITIES."

* "Attached please find a chart summarizing the various repairs and improvements planned for
upgrading existing facilities at various locations throughout the City. The proposed expendi-
tures of $212,000 are divided into two categories. The first ~te~ozF ~$1~6~500) is for im-
provements to community facilities -- playgrounds, youth athletic areas, recreation centers and
basketball courts. Each community was allocated one dollar per person and the community itself
through the recreational forum, selected the projects to be funded.

The second category ($84,300) is for improvements to district and city wide facilities --
tennis courts, swimming pools, city wide parks, golf courses, etc. Additional community based
requests beyond the original allocation were funded under this category. The remaining
$21,200 was reserved as a contingency.

By allowing each community the opportunity to select its own improvements, we hope that
(1) the planned improvements will be more in line with the actual needs/and preference of the
community and (2) the participation by community members will generate more respect and concern
for the condition of the recreational facilities within the community.

The attached projects have been reviewed and endorsed by the Parks and Recreation Com-
mission. I would like to commend both the Parkk and Recreation Department and the Commission
for their efforts and accomplishments in generating community participation in planning for
and operating numerous recreational programs within the City."
