2,74 September 13, 1977 This appropriation will provide $~,0~0,000 for the cost of design and development of specifications for the planned improvements ~6;~he~:~inners Point Waste Water Treatment Plant. The funding for this item includes $720,900 under an EPA grant and approximately $178,800 estimated to be paid by the U. S. Navy as required by the Federal guidleines; and, the balance of $240,300 to be City cost. The remaining portion of the appropriation, $340,000, will be utilized to make improvements to the water distribution sytem, sewage collection system, ~nd minor improvements at the water plant, as well as the waste water treatment plant. Ail of the items included in this appropriation are in the 1977-78 work program of the 5 Year Capital Improvements P~ogram. The total City cost in this appropriation will be funded by utility bond proceeds. The City Manager recommends adoption on first reading." On'mDtisn of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $1,480,000 FROM THE CAPITAL IMPROVEMENT DESIGN COSTS FOR THE UPGRADING OF THE PINNERS POINT TREATMENT PLANT, MENTS TO THE WATER DISTRIBUTION SYSTEM AND SEWAGE COLLECTION SYSTEM." FUND FOR FOR IMPROVE- 77-340 "Consideration of an ordinance on first reading to appropriam$30,000 from the Capital Improvements Fund for final payment on the TOPICS project and the purchase of traffic signals for the intersection of Hodges Ferry Road and Portsmouth Boulevard. This appropriation will provide the necessary funds to make the final payment on the Traffic Signal System and Intersection Channelization Program in the amount of $15,000; and, provide the same amount to purchase traffic signals for the intersection of Hodges Ferry Road and Portsmouth Boulevard. The Capital Improvements P~ogram for 1976-77 and 1977-78 has allo- cated $113,600 for upgrading traffic signals at various locations throughout the City. This appropriation is being made from the allocations as outlined in the Capital Improvements Pro- gram. The City Manager recommends adoption on'~irst reading. ' On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CA~ITAL IMPROVEMENT PAYMENT ON TOPICS PROGRAM AND PURCHASE OF TP~AFFIC SIGNALS FOR THE HODGESFERRY ROAD AND PORTSMOUTH BOULEVARD." FUND FOR FINAl INTERSECTION OF 77-341 "Consideration of an ozdinance on first reading to appropriate $230,000 from the ~ Capital Improvements Fund for upgrading of existing recreational facilities throughout the Cit~ This appropriation will provide the necessary funds to improve recreational facilities suc~ as playgrounds, youth centers, athletic areas, etc., on an allocation basis for the 13 com- munities throughout the City. Of the total appropriation, $212,000 will be utilized for the upgrading of existing facilities and $18,000 for the construction of the Senior League field at Truxton School and enlargement of the sports area at Douglas Park. A letter outlining the pro- posed mmprovements and commitments involved is attached for your information. The City Manage~ recommends adoption on first reaJing." * See letter from City Manager On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $230,000 FROM THE C~PITAL IMPROVEMENT FUND FOR UPGP~ADING RECREATIONAL FACILITIES." * "Attached please find a chart summarizing the various repairs and improvements planned for upgrading existing facilities at various locations throughout the City. The proposed expendi- tures of $212,000 are divided into two categories. The first ~te~ozF ~$1~6~500) is for im- provements to community facilities -- playgrounds, youth athletic areas, recreation centers and basketball courts. Each community was allocated one dollar per person and the community itself through the recreational forum, selected the projects to be funded. The second category ($84,300) is for improvements to district and city wide facilities -- tennis courts, swimming pools, city wide parks, golf courses, etc. Additional community based requests beyond the original allocation were funded under this category. The remaining $21,200 was reserved as a contingency. By allowing each community the opportunity to select its own improvements, we hope that (1) the planned improvements will be more in line with the actual needs/and preference of the community and (2) the participation by community members will generate more respect and concern for the condition of the recreational facilities within the community. The attached projects have been reviewed and endorsed by the Parks and Recreation Com- mission. I would like to commend both the Parkk and Recreation Department and the Commission for their efforts and accomplishments in generating community participation in planning for and operating numerous recreational programs within the City." 77-542 "Consideration of an ordinance to amend the section of the City Code pertaining to the Supplemental; and, Fire and Police Retirement System as it applies to pension benefits of an employee who dies ~n service.
