2,74 <br /> <br />September 13, 1977 <br /> <br /> This appropriation will provide $~,0~0,000 for the cost of design and development of <br />specifications for the planned improvements ~6;~he~:~inners Point Waste Water Treatment Plant. <br />The funding for this item includes $720,900 under an EPA grant and approximately $178,800 <br />estimated to be paid by the U. S. Navy as required by the Federal guidleines; and, the balance <br />of $240,300 to be City cost. The remaining portion of the appropriation, $340,000, will be <br />utilized to make improvements to the water distribution sytem, sewage collection system, ~nd <br />minor improvements at the water plant, as well as the waste water treatment plant. Ail of the <br />items included in this appropriation are in the 1977-78 work program of the 5 Year Capital <br />Improvements P~ogram. The total City cost in this appropriation will be funded by utility <br />bond proceeds. The City Manager recommends adoption on first reading." <br /> <br /> On'mDtisn of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,480,000 FROM THE CAPITAL IMPROVEMENT <br />DESIGN COSTS FOR THE UPGRADING OF THE PINNERS POINT TREATMENT PLANT, <br />MENTS TO THE WATER DISTRIBUTION SYSTEM AND SEWAGE COLLECTION SYSTEM." <br /> <br />FUND FOR <br />FOR IMPROVE- <br /> <br /> 77-340 "Consideration of an ordinance on first reading to appropriam$30,000 from the <br />Capital Improvements Fund for final payment on the TOPICS project and the purchase of traffic <br />signals for the intersection of Hodges Ferry Road and Portsmouth Boulevard. <br /> <br /> This appropriation will provide the necessary funds to make the final payment on the <br />Traffic Signal System and Intersection Channelization Program in the amount of $15,000; and, <br />provide the same amount to purchase traffic signals for the intersection of Hodges Ferry Road <br />and Portsmouth Boulevard. The Capital Improvements P~ogram for 1976-77 and 1977-78 has allo- <br />cated $113,600 for upgrading traffic signals at various locations throughout the City. This <br />appropriation is being made from the allocations as outlined in the Capital Improvements Pro- <br />gram. The City Manager recommends adoption on'~irst reading. ' <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CA~ITAL IMPROVEMENT <br />PAYMENT ON TOPICS PROGRAM AND PURCHASE OF TP~AFFIC SIGNALS FOR THE <br />HODGESFERRY ROAD AND PORTSMOUTH BOULEVARD." <br /> <br />FUND FOR FINAl <br />INTERSECTION OF <br /> <br /> 77-341 <br /> "Consideration <br /> of <br /> an ozdinance on first reading to appropriate $230,000 from the ~ <br />Capital Improvements Fund for upgrading of existing recreational facilities throughout the Cit~ <br /> This appropriation will provide the necessary funds to improve recreational facilities suc~ <br />as playgrounds, youth centers, athletic areas, etc., on an allocation basis for the 13 com- <br />munities throughout the City. Of the total appropriation, $212,000 will be utilized for the <br />upgrading of existing facilities and $18,000 for the construction of the Senior League field at <br />Truxton School and enlargement of the sports area at Douglas Park. A letter outlining the pro- <br />posed mmprovements and commitments involved is attached for your information. The City Manage~ <br />recommends adoption on first reaJing." <br />* See letter from City Manager <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $230,000 FROM THE C~PITAL IMPROVEMENT FUND FOR <br />UPGP~ADING RECREATIONAL FACILITIES." <br /> <br />* "Attached please find a chart summarizing the various repairs and improvements planned for <br />upgrading existing facilities at various locations throughout the City. The proposed expendi- <br />tures of $212,000 are divided into two categories. The first ~te~ozF ~$1~6~500) is for im- <br />provements to community facilities -- playgrounds, youth athletic areas, recreation centers and <br />basketball courts. Each community was allocated one dollar per person and the community itself <br />through the recreational forum, selected the projects to be funded. <br /> <br /> The second category ($84,300) is for improvements to district and city wide facilities -- <br />tennis courts, swimming pools, city wide parks, golf courses, etc. Additional community based <br />requests beyond the original allocation were funded under this category. The remaining <br />$21,200 was reserved as a contingency. <br /> <br /> By allowing each community the opportunity to select its own improvements, we hope that <br />(1) the planned improvements will be more in line with the actual needs/and preference of the <br />community and (2) the participation by community members will generate more respect and concern <br />for the condition of the recreational facilities within the community. <br /> <br /> The attached projects have been reviewed and endorsed by the Parks and Recreation Com- <br />mission. I would like to commend both the Parkk and Recreation Department and the Commission <br />for their efforts and accomplishments in generating community participation in planning for <br />and operating numerous recreational programs within the City." <br /> <br /> 77-542 "Consideration of an ordinance to amend the section of the City Code pertaining <br />to the Supplemental; and, Fire and Police Retirement System as it applies to pension benefits <br />of an employee who dies ~n service. <br /> <br /> Attached for your information is a letter outlining the proposed changes. <br />recommends adoption."
