<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by

<br /> 77-199 (h) FLOOD CONTROL: Revision of Section 12½ of the City Code in terms of compli-

<br />of Housing and Urban Development pertazning to coverage of the National Flood Insurance Progra~
<br />deferred from meeting of June 13, 1977.

<br />The following letter from the Planning Commission was received:
<br />
<br /> "At its regular monthly meeting on September 6, 1977, the City Planning Commission
<br />received from I~. Shelton W. Godley of the Law Department City Code revision proposals related
<br />to Flood Control and the National Flood Insurance Program. You will recall that this matter
<br />was discussed by City Council after a public hearing on same June 13, 1977.
<br />
<br /> The City Planning Commission resolved unanimously to accept these proposals and to commeJd
<br />Godley and his collegues for their efforts in resolving the issue.
<br />
<br /> Little thought has been devoted to flooding during the extremely dry period we have ex-
<br />perienced. However, this will change, and the Commission is convinced that Portsmouth must
<br />remain in a certified position with respect to the National Flood Insurance Program of the
<br />U. S. Department of Housing and Urban Development."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the following ordinance was adopted
<br />on first and final reading, and by the following vote:

<br />(1) "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br /> AMENDING SECTIONS 12~-3(a), 12~-5, AND BY ADDING THERETO SECTIONS 12½-6(e),
<br /> 12½-9, 12~-10, 12½-11, PERTAINING TO FLOOD CONTROL MANAGEMENT."

<br />The following reports from the City Manager were presented:
<br />
<br /> 77-334 "Consideration of an ordinance on first reading to appropriate $38,316 from the
<br />Grants Fund for a School Maintenance Apprentice Program operated by the Portsmouth School Board
<br />
<br /> This appropriation will provide the necessary funds to create a School Maintenance
<br />Apprentice Program. The project will enable the Portsmouth Public Schools to establish a sys-
<br />tem of regular, preventive maintenance for the fleet of 116 school buses, undertake special
<br />maintenancs projects on school buildings and facilities, and offer training to 6 persons in
<br />maintenance mechanic trades. Funded under the Special Projects section of CETA, Title VI,
<br />the one-year project is completely federally funded and requires that project employees come
<br />from the ranks of low-income, long-term unemployed local residents. The City Manager recommend
<br />adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved
<br />first reading, and by unanimous vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $38,316 FROM THE GRANTS FUND TO ESTABLISH A SCHOOl
<br /> MAINTENANCE APPRENTICE PROGRAM OPERATED BY THE PORTSMOUTH SCHOOL BOARD."

<br /> 77-335 "Consideration of an ordinance on first reading to appropriate $108,662 from
<br />the Gran~Fund to continue the operation of the Human Service System Development Project.
<br />
<br /> This appropriation will provide the necessary funds to continue the operation of the
<br />Human Service System Development Project for the third year. The purpose of the project is to
<br />create an integrated human service delivery system for the City of Portsmouth. This appropria-
<br />tion provides for only five months of operational expenses beginning July 1, 1977 and terminati
<br />November 30, 1977. Based upon the effectiveness of the program, a decision will be made by the
<br />State Division of Human Resources to continue the program through June 30, 1978. The project
<br />is funded entirely with federal monies and no local match is required. The City Manager recom-
<br />mends adoption on first reading.
