283 <br /> <br />September 27, 1977 <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $25,275 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />PURCHASE OF CAPITAL EQUIPMENT FOR THE POLICE DEPARTMENT, CENTRAL RECORDS AND <br />PHOTOGRAPHIC PROCESSING FACILITIES." <br /> <br /> ?7-359 - "Consideration of an ordinance on first reading to approrpriate $55,000 from <br />the Capital Improvements Fund for the engineering and design of Sludge disposal facilities <br />for the water treatment plant in Suffolk. <br /> <br /> This appropriation will provide the necessary funds for the engineering and design of <br />sludge disposal facilities for the water treatment plant located in the City of Suffolk. The <br />engineering work on this project will encompa~a determination on how best to utilize Lake <br />Savage Burrow Pit. which is currently owned by the State Highway Department, for use as a <br />sludge disposal facility. This item was included as part of the Capital Improvements Program <br />for 1977-78. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $53,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />ENGINEERING AND DESIGN OF A SLUDGE DISPOSAL FACILITY FOR THE WATER TREATMENT PLANT <br />IN SUFFOLK." <br /> <br /> 77-360 - "Consideration of an ordinance on first reading to appropriate $139,000 from <br />the Community Development Fund for completion of the Mount Hermon off-site drainage project. <br /> <br /> The~z-Eity~Council previously appropriated $4,431,000 for the 1976 Community Development <br />Program on May 11, 1976. At that time there was a contingency amoun~ that was not appropriate <br />in the amount of $139,000. This contingency was allocated to the Mount Hermon off-site drain- <br />age project; and, the City has received a release of the contingency funds for this purpose <br />from the HUD area office. A copy of the letter from the Department of Housing and Urban Devel <br />merit approving these contingency funds is attached for your information. The City Manager <br />recommends adoption on first reading." <br /> <br /> on motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $139,000 FROM THE COMMUNITY DEVELOPMENT FUND FOR <br />OFF-SITE DRAINAGE FOR THE MOUNT HERMON URBAN RENEWAL PROJECT." <br /> <br /> 77-361 - "Consideration of an ordinance on first reading to appropriate $12,500 in the <br />Capital Improvements Fund for renovation and alterations to the 1846 Courthouse. <br /> <br /> This appropriation will provide the necessary funds to repair and replace shutters and <br />windows as well as removal of non-original doors and replacement with windows to match in <br />restoring the Courthouse to lis original concept. The proposed improvements to be made have <br />been approved by the Virginia Historic Landmarks Commission, as well as the detailed drawings <br />outlining the alterations for this project. The total cost of this phase is $25,000 and the <br />$12,500 included in this appropriation is the 50% matching grant received from the Virginia <br />Histori~ Landmarks Commission. The City's matching share ~of $12,500 was previously appro- <br />priated with the engineering and architeclu~al fees for the 1846 Courthouse, The City Manage~ <br />recommends adoption o~ first r~ading." <br /> <br /> On Motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $12,500 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />RENUVATION AND ALTERATIONS TO THE 1846 COURTHOUSE." <br /> <br /> 77-362 - "Consideration of an ordinance to amend the City Code pertaining to solicita- <br />tions. <br /> <br /> The proposed ordinance is an attempt to create uniform solicitation requirements through. <br />out the Commonwealth. Input from the Consum~r~.A~fAi~s Department of the State has been re- <br />ceived in the drafting of this document. The cities of Norfolk and Virginia Beach have pre- <br />viously adopted similar solicitation ordinances; and, this will make the City of Portsmouth's <br />local ordinance comparable to those in the other two Cities, as well as complying with the <br />State Code. The City Manager recommends adoption." <br /> <br /> On motinn of Mr. Barnes and seconded by Mr. Oast, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~dM~ND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1977, <br />BY AMENDING ARTICLE III OF CHAPTER 25, THEREOF, PERTAINING TO SOLICITATIONS." <br /> <br />Ayes: Barnes, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />77-363 - "Consideration of an ordinance to amend the <br />of precincts 5,9,10,13~14,33,34,24,and 25; repealing <br /> <br />the bounda- <br /> <br /> City Code pertaining to <br />ries Section 9-24. <br /> <br /> <br />
