282 <br /> <br />September 27~ 1977 <br /> <br />the <br /> <br /> The following reports from the City Manager were presented: <br /> <br />77-355 "Consideration of an ordinance on first reading to appropriate $4,218,t86 from <br />General Revenue Sharing Trust Fund for various capital purposes. <br /> <br /> This appropriation will provide the necessary funding for portions of the 1977-78 Capital <br />Improvements Program (CIP), for capital projects which were included in prior CIP's, and for <br />the purchase of school buses. The general categories of expenditure and their respective <br />amounts ara as follows: <br /> <br />Community Services <br />Educaiimn <br />Parks & Recreation <br />Curbs, gutters, drainage, <br /> and street improvements <br />Capital equlpment <br /> <br />$ 150,000 <br /> 200,000 <br /> 839,227 <br /> <br />2,878,959 <br /> 150,000 <br /> <br />$4,218,186 <br /> <br /> A listing of the individual projects to be funded is attached. Upon the adoption of this <br />appropriation ordinance, all entitlement funds on hand, as well as funds estimated to be re- <br />ceived through June 30, 1978, will have been appropriated. The City Manager recommends adop- <br />tion on first~'reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance to be approved <br />on first reading, subject to motion on Item 77-354 (Public Hearing on ~enemal R~enu~ Sharing) <br />and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,218,186 FROM THE GENERAL REVENUE SHARING TRUST <br />FUND FOR CAPITAL EXPENSES IN THE CATEGORY OF COMMUNITY SERVICES, EDUCATION, <br />PARKS AND RECREATION, SEWERS, GUTTERS AND STREET IMPROVEMENTS AND CAPITAL <br />EQUIPMENT." <br /> <br /> 77-355 - "Consideration of an ordinance on first reading to appropriate $39,639 from the <br />Gcants Fund fcc the provision of Aging Services for the City of Portsmouth. <br /> <br /> This appropriation will provide the necessary funds to continue the Senior Citizens <br />Coordinator and the Homemaker Health-Aide Service for the fourth year and to develop a Dental <br />Care Program. The coordinator serves as the official coordinator be. tween all agencies, both <br />public and private, who provide services and programs for persons age 60 and over in the City <br />of Portsmouth. The Homemaker Health-Aide Service provides homemaker health-at'de service for <br />persons over 60 years of age beyond the 30 day period covered by the United Communities Fund. <br />The City of Portsmouth does not provide full dental service ~making and fitting of dentures) <br />for persons sixty years~0f age and over. This appropriation will enable the City to develop <br />a dental program for the elderly. The entire appropriation represents federal funding with <br />no local cash match required. Specific program funding levels are as follows: Senior Citizen <br />Coordinator - $16,714; Homemaker Health Aide - $12,000; and Dental Care Services - $10,925 for <br />a total of $39,639. The City Manager, recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $39,639 FROM THE GRANTS FUND FOR THE PROVISION <br />OF AGING SERVICES FOR THE CITY OF PORTSMOUTH." <br /> <br /> 77-357 "Consideration of an ordinance on first reading to appropriate $15,380 from the <br />Grants Fund for the Adult Offender T~acking System. <br /> <br /> This appropriation will provide the funds necessary to rent needed hardware to implement <br />the Adult Offender Tracking System as developed by the City of Norfolk. This system, as it is <br />being adapted from IBM to Honeywell equipment, will allow the several criminal justice agencies <br />of Portsmouth to track an individual through the criminal justice system (from the point of <br />arrest, through the courts, into the jail and parole and/or probation). The system will allow <br />each agency to know the status of an arrested offender as he or she is processed through the <br />system. The adopted program will also produce aggregate information for external and internal <br />management purposes. Of the total appropriation $12,469 represents federal funding received <br />from the Division of Justice and Crime Prevention, $693 represents state funds, and $2,218 <br />represents the required local cash match. The City Manager recommends adoption on first read- <br />ing.'' <br /> <br /> On motinn of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,380 FROM THE GRANTS FUND FOR THE ADULT OFFENDER <br />TRACKING SYSTEM." <br /> <br /> 77-358 "Consideratinn of an ordinance on first reading to appropriate $25,275 from the <br />Capital Improvements Fund for the purchase of capital equipment for the Police Department!s <br />Central Records and photographic processing facilities. <br /> <br /> This appropriation will provide the necessary f~nds to modify existing space to provide <br />for the installation and housing of microfilm and photographic equipment purchased under a <br />~revious grant for the upgrading of the central records system. This project was included <br />· n the Capital Improvements Program in the 1977-78 budget. The City,Manager recommends adopti¢ <br />on first reading." <br /> <br /> <br />
