<br />At a regular meeting of the City Council held on October 25, 1977, there were present:
<br />
<br />Jack P. Barnes, E. Saunders Early, Jr., Archie, Elliott, Jr., James W. Holley,
<br />Edward L. oast, Robert W. Wentz, Jr,, R. T. Williams, City Manager, Gordon B.
<br />Tayloe, Jr., City Attorney.
<br />
<br />Absent: Richard J. Davis
<br />
<br /> Rev. Vic Varkonyi, Associate Pastor, Green Acres Presbyterian Church, opened the meeting
<br />with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Vice Mayo~ wentz presided in the absence of the Mayor, and welcomed all visitors in
<br />attendance.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Elliott, the minutes of the Public Hearing
<br />meeting of October 10, 1977 and minutes of the regular meeting of October 11, 1977, to bo
<br />approved as received, was adopted by unanimous vote.
<br />
<br /> 77'391 - Ms. Sara Higginbotham, President of the Soroptimist Club, made a presentation
<br />to City Council of a check in the amount of $7,863.50 as their share of the cost of the new
<br />Town Clock.
<br />
<br />77-392 - Vice Mayor W~ntz presented the following proclamation:
<br />
<br /> "WHEREAS, the children of Portsmouth, Virginia are entitled to the fun and festivity
<br />associated with the observance of Halloween "treating" customs, that is, going from door-
<br />to~deorin their neighborhoods, displaying their costumes and requesting treats; and
<br />
<br /> WHEREAS, this occasion also offers an opportunity for people in our community to become
<br />better acquainted as children, accompanied by their parents, make their "treating" rounds.
<br />
<br /> NOW, THEREFORE, I, Richard J. Davis, Mayor of Portsmouth, do hereby proclaim that
<br />Halloween, Monday, October 31, 1977, shall be known as
<br />
<br />"MEET 'n TREAT NIGHT"
<br />
<br />in Portsmouth. I ask that both parents and children make this occasion to meet their neigh-
<br />bors, child~en and adults cooperate in limiting the time of "Meet 'n T~eat" activities to
<br />the afternoon and~early evening hours.
<br />
<br /> I further request that householders indicate their willingness to welcom their neighbors
<br />by keeping their porch and exterior lights on so that youngsters call at homes only so
<br />lighted. Finally, I encourage the cooperation of all citizens, young and old, in making
<br />this a happy and safe occasion for children and adults alike.
<br />
<br /> WITNESS my hand and Seal as Mayor, this twentieth day of October, nineteen hundred
<br />and seventy-seven."
