1225 <br /> <br /> July 13, 1999 <br /> WHEREAS, the AbeI Superfund Site includes Washington Park; and <br /> WHEREAS, more than fifteen years after the original EPA observation of lead <br />contamination of this area, and following extensive cleanup efforts either completed or <br />near completion, there have been disturbing recent disclosuresby EPA of previously <br />undisclosed lead contamination at Washington Park in areas not previously scheduled <br />for cleanup; and <br /> <br /> WHEREAS, these recent disclosures have caused United States Congressman <br />Norman Sisisky to publicly call for federal approval and funding for the permanent <br />relocation of all Washington Park residents, demolition, and remediation; and <br /> <br /> WHEREAS, the most important and profound responsibility of government is to <br />protect the safety of its citizens; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> That the City Manager and the City Attorney, acting for and on behalf of the <br />City, are hereby authorized and directed to support the efforts of Congressman Sisisky <br />to obtain federal approval and funding for the permanent relocation of all Washington <br />Park residents, demolition, and remediation." <br /> <br />Ayes: Benn Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />Adoption of a motion for the proposed Flag to become the Portsmouth City Flag. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Gdffin, to adopt the proposed <br />Flag as the Portsmouth City Flag, and was adopted by a vote of 6-1 (Mr. Moody). <br /> <br />Councilman Whitehurst spoke on the illness of a Portsmouth native "Ruth Brown" <br />and-sending her a get well card. <br /> <br />Mayor Holley welcomed Richard Koech, father of Bernard Rotich of the Sister Cities <br />Committee. ~' <br /> <br />99 -160 Non-Agenda Speakers <br /> <br />Helen Person, 1314 Green Street, thanked City Council for~the resolution and <br />decision to support Congressman's Sisisky's position on the demolition of <br />Washington Park. <br /> <br />2. William Copeland, 2107 Staunton Avenue, spoke on the way assessments are <br /> calculated in Portsmouth and about the sale of:City land at below assessed value. <br /> <br />3. Raleigh Harsley, 2124 Peach Street, spoke on wanting to have a sidewalk <br /> completed and several large potholes filled. <br /> <br />4. Madalyn Morris-Grimes, 108 Florida Avenue, spoke on the proposed barriers on <br /> Bayview BouleVard for the Pinners Point Connector. <br /> <br />On motion, meeting adjourned at 7:58 p.m. <br /> <br />APPROVED - <br /> <br />Dr. James W.
