<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CERTAIN CITY-OWNED PROPERTY
<br />TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (BLAIR STREET PLAYGROUND,
<br />PARK VIEW CONSERVATION PROJECT).
<br />
<br /> WHEREAS, by deed dated June 21, 1972,
<br />Authority conveyed, without compensation,
<br />of portsmouth; and
<br />
<br />the Portsmouth Redevelopment And Housing
<br />the following described property to the city
<br />
<br /> WHEREAS, the City of Portsmouth no longer has need for the hereinafter described propert
<br />and the same is hereby declared surplus; and
<br />
<br /> WHEREAS, the City of Portsmouth desires to reconvey the hereinafter described property
<br />to the Portsmouth Redevelopment And Housing Authority without compensation for the property;
<br />and
<br />
<br /> WHEREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that the
<br />City may convey property to the Commonwealth of Virginia or any other political subdivision
<br />thereof, without advertisement and without receiving bids; and
<br />
<br /> WHEREAS, Portsmouth Redevelopment And Housing Authority is a political subdivision
<br />of the Commonwealth of Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to convey the following described
<br />property to Portsmouth Redevelopment And Housing Authority.
<br />
<br /> Ali that certain lot, piece or parcel of land, with the buildings
<br />and improvements thereon, and the appurtenances thereunto belonging,
<br />situate, lying and being in the City of Portsmouth, State of Virginia,
<br />more particularly bounded and described as follows, to-wit:
<br />
<br /> BEGINNING at an iron pin in the South right of way line of Blair
<br />Street, North 84815'00" West, 196.58 feet from the Southwest intersection
<br />of right of way of Blair Street with the right of way of Hatton Street;
<br />thence along the line of property now or formerly owned by Alice Norton,
<br />South 5941'30" West, 106.0 feet to an iron pin; thence along properties
<br />now or formerly Owned by Annie R. Myers, CFrroll L. Myers, Hilliard
<br />Shapiro, and Damon C. and Eloise B. Snow, ~orth 84015'00'` West, 150.5
<br />feet to an iron pin; thence along property now or formerly owned by
<br />Kate T. Porter, North 05041'30'' East, 106.0 feet to an iron pin in
<br />the South right of way line of Blair Street; thence along the South
<br />right of way of Blair Street South 84o15'00" East, 150.5 feet to the
<br />iron pin at the point of beginning.

<br /> The parcel described herein is bounded on the North by Blair
<br />Street and on the remaining sides by privately owned property;
<br />contains 15,953 square feet, more or less; and is shown on a plat
<br />entitled, "Portsmouth Redevelopment and Housing Authority, Parkview
<br />Conservation Project VA. R-48 - Physical Survey of Parcels 5, 4,
<br />and 5 Block 6 - City of Portsmouth, Virginia" prepared by R. Kenneth
<br />Weeks., Engineers and S. M. Rogers, Engineer and Land Surveyor,
<br />Norfolk, Virginia, dated April 24, 1972, a copy of said plat being
<br />attached hereto and made a part hereof.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to
<br />complete ali transactions and execute ali documents incident to such conveyance."

<br /> 78-17 "Consideration of a resolution authorizing Eminent Domain proceedings on
<br />property necessary for the construction and expansion of the port facilities.
<br />
<br /> This property is located within the boundaries of the master plan for the Portsmouth
<br />Marine Terminal and the recorded owners cannot be located after diligent search. The City
<br />Manager recommends adoption."
<br />
<br /> On motion of blr. Early and seconded by Mr. east, the following resolution was adopted,
<br />~and by the following yore:
<br />
<br />"A RESOLUTION TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE CITY
<br />OF PORTSMOUTH, VIRGINIA, UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER
<br />471 OF THE ACTS OF ASSEMBLY OF 1970 AS AMENDED, SAID PROPERTY BEING NECESSARY
<br />FOR THE CONSTRUCTION AND EXPANSION OF PORT FACILITIES.
<br />
<br /> WHEREAS, the City of Portsmouth has found it necessary to acquire the interest hereinaftl
<br />specified in and to the hereinafter described parcel of land situate in the City of Ports-
<br />mouth, Virginia, for the purpose of constructing and maintaining port facilities; and
<br />
<br /> WHEREAS, the City of Portsmouth has not been able to purchase the property described
<br />herein, necessary to the project, because of a defect in the title to the property in
<br />that the present record owhers cannot be located; and
<br />
<br /> WHEREAS, advancement of the work and use of said property will be delayed unreasonably
<br />if said property is not made available as soon as possible.
