January 24~ 1978 <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 78-29 - "Consideration of an ordinance on first reading to appropriate $?0,000 from the <br />Capital Improvements Fund for the replacement of deteriorated concrete sidewalks, curbs and <br />gutters in the Prentis Park and Port Norfolk areas. <br /> <br /> This appropriation will provide the necessary funds for the program to replace~eriorate~ <br />sidewalks, curbs and gutters in Prentis Park and Port Norfolk. The entire $70,000 will be <br />used to purchase materials and supplies to replace 30,000 linear feet of sidewalks, curbs and <br />gutters. During 1976-77 the equipment necessary for the program was purchased through the <br />Capital Improvements Program; therefore, the funds allocated in the 1977-78 Capital Improve- <br />ments Program will be used for the materials and supplies as outlined, The City Manager recom <br />mends adoption on first reading." ~ <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $70,000 FROM THE CAP%TAL IMPROVEMENT FUND FOR <br />REPLACEMENT OF DETERIOP~ATED CONCRETE SIDEWALKS, CURBS AND GUTTERS." <br /> <br />approved <br /> <br /> 78-30 "Consideration of an ordinance on first reading to appropriate $34,272 from the <br />Mental Health Fund as matching funds for Title XX dollars to be used to support the Residential <br />Alternatives and Chore-Companion Homemaker Prggrams. ~ <br /> <br /> The State Department of Mental Health and Mental Retardation recently approved a budget <br />amendment to the Residential Alternatives Program. The amendment will allow the utilization <br />of State and local funds budgeted for the program as matching funds for Title XX dollars to <br />support both the Residential Alternatives Program and the Chore-Companion Homemaker Program. <br />This transfer will provide for an additional $34,272 of Title XX funding to sustain both pro- <br />grams at their budgeted and current levels ~thout additional funding. The City Manager re- <br />commends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was adopted, <br />and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $34,272 FROM THE MENTAL HEALTH FUND FOR MATCHING <br />FUNDS FOR TITLE XX DOLLARS TO BE USED TO SUPPORT THE RESIDENTIAL ALTERNATIVES <br />C~ORE-COMPANION HOMEOWNERS PROGRAM.' <br /> <br />AND <br /> <br />78-31 "Consideration of an ordinance to close a portion of King Street. <br /> <br /> By resolution adopted on October 11, 1977, viewers were appointed pursuant to State law. <br />A copy of the viewers report and a plat showing the portion of the street to be closed is <br />furnished fo~ your information. Street closure has been recommended by the Planning Commissim <br />The City Manager recommends adoption." <br /> <br /> Attorney Norman Olitsky, 814 Citizens Trust Building, representing William Reshesky, <br />owner of the property where the ABC Store is situated, spoke against the ordinance. <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, to concur in the recommendation of <br />the viewers, with the provision, that in no way violate the terms of the lease between the <br />owner and the ABC Board, and the following ordinance was adopted on first and final reading, <br />and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTIONS 23-493 AND 23-494, PERTAINING TO MALL AND MALL TRANSIT STREETS." <br /> <br /> Ayes: Barnes, Early, Oast, Wentz, Davis <br /> Nays: Elliott, Holley <br /> ~See b~om of page. <br /> 78-32~- "Consideration of a resolution authorizing the City Manager to advertise and re- <br />ceive bids for certain City owned property on the Southside of Portsmouth Boulevard. <br /> <br /> This resolution will authorize the City Manager to advertise and receive bids on property <br />located on Portsmouth Boulevard which is commonly known as the Duck Pond. This property was <br />being retained as a drainage easement and based on the Master Drainage Plan for this area, <br />the property will not be required as a drainage easement. Therefore, the property has been <br />declared surplus by the City. The City has been requested to consider sale of the property. <br />The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS FOR <br />CERTAIN CITY-OWNED PROPERTY ON THE SOUTH SIDE OF PORTSMOUTH BOULEVARD. <br /> <br /> WHEREAS, the City of Portsmouth presently owns a parcel of property located on the <br />south side of Portsmouth Boulevard, more particularly described as follows: <br /> <br />Councilman Holley requested that the City Manager look into the matter of how the handi- <br />capp~R,~would come down from the second level of the parking ramp when space on the first <br />level not available. <br /> <br /> <br />
